Third Carrier for Iran? USS Theodore Roosevelt Deploys From San Diego

USS Theodore Roosevelt slipped out of San Diego on Sunday, 27 September, with no sailors manning the rails and no ceremony. A day later the amphibious assault ship USS Makin Island followed with the 13th Marine Expeditionary Unit aboard. According to the Wall Street Journal and Axios, citing US officials, both are heading for the Middle East, where the US has been at war with Iran since the end of February.

The question is what happens when they get there. If the two carriers already in the region stay, the US would have three carrier strike groups around Iran for the first time since April. If not, the Roosevelt is simply the next shift. The officials quoted so far do not agree, and the US Navy has not said.

What Is Sailing

The Roosevelt carries Carrier Air Wing 11, with F-35C stealth fighters, F/A-18E/F Super Hornets, EA-18G Growler electronic attack jets, E-2D Hawkeye early-warning aircraft, MH-60R/S helicopters and CMV-22B Ospreys for carrier onboard delivery. USNI News reports that sailors were told to plan for at least eight months away from home.

The Makin Island Amphibious Ready Group adds a big-deck amphibious ship with Marines, their aircraft and helicopters. According to the Wall Street Journal, the new ships, aircraft, Marines and sailors together amount to 9,000 to 10,000 extra troops, joining the more than 50,000 US personnel already in the region, with arrivals expected by the end of November.

Relief or Reinforcement?

This is where the reports diverge. USNI News and The War Zone both report that the Roosevelt is expected to relieve the Japan-based USS George Washington, which is currently deployed there. Axios, citing a US official, says it is not yet clear whether the Roosevelt will replace one of the two carriers there or join them. The Wall Street Journal notes that three carriers at once would be the first time since April.

The timing explains the speculation. In an interview with Time, President Donald Trump called stepped-up strikes on Iran after the November midterm elections “possible”. US and Iranian officials recently met on the sidelines of the UN General Assembly in New York for the first talks in months, but no breakthrough was announced. Oil traders noticed: Brent crude jumped more than 4 percent on the reports, according to CNBC.

A Navy Stretched by the Iran War

The lessons Caudle refers to are hard ones. According to Task & Purpose, the Roosevelt is the fifth of the Navy’s 11 carriers committed to the Iran war, after the Gerald R. Ford, the Abraham Lincoln, the George H.W. Bush and the George Washington. The Lincoln is only now heading home to San Diego after a deployment of more than 300 days, closing in on the Ford’s record. Whether the Roosevelt arrives as a replacement or a reinforcement, the Navy has kept at least two carriers around Iran for seven months. Doing it with three, even briefly, would mean keeping yet another Pacific Fleet carrier and its air wing far from the Pacific.
