They are not deniable any more.<\/p>\n\n<p>India&rsquo;s Defence Ministry has told parliament it has, in its own words, &ldquo;initiated efforts in a concerted manner to co-join&rdquo; the Future Combat Air System. One was FCAS, with France, Germany and Spain. The other was GCAP, with the UK, Italy and Japan. India said earlier this year it would try to join one of them.<\/p>\n\n<p>In June the first one broke. France and Germany walked away from the joint fighter at the heart of FCAS, and Paris was suddenly a partner short on a programme it still wants to build. Photo: Wikimedia Commons<\/figcaption><\/figure>\n\n\n<h2 style=\"padding-top:22px\">Skipping a Rung on Purpose<\/h2>\n\n<p>The obvious objection is that India is reaching for the sixth generation without having built a fifth. Its indigenous fifth-generation programme is still aiming at a prototype flight later this decade. Retired Air Marshal Anil Chopra told Defense News that this is exactly the point.<\/p>\n\n\n<div style=\"background:#f8f9fa;border-left:4px solid #1565c0;padding:20px 22px;margin:18px 0 24px;border-radius:0 8px 8px 0;font-size:16px;line-height:1.7\"><em>&ldquo;India still has to transition to fifth-generation technologies so it would be good to make a parallel start on a sixth generation program to bridge the serious gap we face.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Air Marshal Anil Chopra (retd)<\/strong> &mdash; Indian Air Force, speaking to Defense News<\/div><\/div>\n\n\n<p>The logic is that sixth-generation work is not only about the finished aircraft. It is about combat clouds, manned-unmanned teaming, sensor fusion and the engine and radar science underneath all of it &mdash; and some of that flows backwards into a fifth-generation programme while it is still on the drawing board.<\/p>\n\n<p>There is also a clock, and it is being run by Beijing.<\/p>\n\n\n<div style=\"background:#f8f9fa;border-left:4px solid #d32f2f;padding:20px 22px;margin:18px 0 24px;border-radius:0 8px 8px 0;font-size:16px;line-height:1.7\"><em>&ldquo;It has been a perpetual problem in Indian defense policy that India tends to lag almost one or two cycles behind what others are doing. But that space is no longer available given how rapidly air power is evolving and how quickly China is developing its capabilities.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Harsh Pant<\/strong> &mdash; Vice president of studies, Observer Research Foundation, New Delhi<\/div><\/div>\n\n\n<h2 style=\"padding-top:22px\">What India Wants, and What France Can Give<\/h2>\n\n<p>India&rsquo;s asks are industrial workshare, a role in design and development, and access to intellectual property. Chopra was candid that engine and radar technology will still have to come from French firms, and that the negotiation is essentially about how much technology Paris is willing to hand over.<\/p>\n\n<p>France is unusually well placed to hand over quite a lot. It is the only country in Western Europe with a complete sovereign fighter ecosystem: Dassault for the airframe, Thales for radar and avionics, Safran for the engine, MBDA for the weapons. Nothing needs anyone else&rsquo;s export licence &mdash; which, as Argentina discovered with its Super &Eacute;tendards this week, is not a small thing.<\/p>\n\n<p>It is also a partner India already trusts. The two countries are deep in negotiations for 114 more Rafales, and Pant argues France engages with New Delhi without the political conditions other suppliers attach.<\/p>\n\n<h2 style=\"padding-top:22px\">The Money Problem<\/h2>\n\n<p>Dassault chief executive Eric Trappier has said repeatedly that France has the know-how to build a next-generation fighter on its own. Know-how is not the constraint.<\/p>\n\n<p>France carries one of the European Union&rsquo;s heaviest debt burdens and largest budget deficits, and a sixth-generation fighter is a tens-of-billions-of-euros proposition. A partner with deep pockets and a large order book is worth a great deal to Paris right now, and India is exactly that.<\/p>\n\n<p>Which reframes the whole thing. This is not simply India asking France for technology. It is two countries with complementary gaps &mdash; one short of money, one short of technology &mdash; circling a deal that fixes both. Nothing is signed.
