A jamming pod on a station that could have carried a weapon. A dispenser modification. A decoy on a wire. Each box procured separately, integrated afterwards, and occupying something the aircraft would otherwise have used.

Now look at a Eurofighter Typhoon head-on. There is nothing hanging off it that looks like electronic warfare, and that is because the electronic warfare is the wingtips. The pods are structure. They were in the drawing before the aircraft had a customer.

This is the real difference between how America and Europe answered the same question, and it is not a difference of quality. It is a difference of when the question was asked.

Quick Facts: Europe’s two integrated defensive aids suites

SPECTRA: Self-Protection Equipment to Counter Threats for Rafale Aircraft

SPECTRA builders: developed jointly by Thales and MBDA; MBDA supplies the DDM-NG infrared missile warner, the threat-assessment management unit and the decoy dispensers

SPECTRA sensors: radar warning, laser warning and missile warning receivers, plus a phased-array radar jammer and a decoy dispenser

Praetorian: the Defensive Aids Sub System of the Eurofighter Typhoon

Praetorian builders: the EuroDASS consortium, led by Leonardo in the UK with Elettronica (Italy), Hensoldt (Germany) and Indra (Spain)

Praetorian hardware: ESM and ECM antennas in the wingtip pods, a towed radar decoy in the starboard pod, missile approach warners in the wing roots and tail, chaff and flare dispensers

Towed decoy limits: EuroDASS gives Mach 2 and +9/-3 g

In service: EuroDASS states Praetorian has “protected crews for over 20 years”

Bolted on, or designed in

The American approach is not an accident or a failure of imagination. It is the logical result of a fleet that is large, varied and long-lived. If you operate thousands of aircraft of a dozen types across four decades, the sensible way to field electronic warfare is as modules you can buy, upgrade and move between airframes. A pod can be revised in two years. A wing cannot.

Europe built two fighters more or less simultaneously in the 1980s and 1990s, both of them for air forces with a few hundred aircraft rather than a few thousand, and both of them with the defensive suite specified as part of the aeroplane rather than as something to be hung on it later. The Rafale got SPECTRA. The Typhoon got Praetorian. Neither is removable in any meaningful sense.

The consequence that matters operationally is not that the European suites are better. It is that they cost nothing in stations. A Rafale flying a defended-airspace mission carries exactly the same weapons it would carry on a benign day, because its jammer is not competing with a bomb for a pylon.

SPECTRA: a sensor that happens to defend you

SPECTRA stands for Self-Protection Equipment to Counter Threats for Rafale Aircraft, which is an acronym assembled backwards from a word somebody liked, as French programme names often are. MBDA and Thales built it jointly, and MBDA's own product sheet is unusually plain about what is in the box.

“The SPECTRA integrated electronic warfare suite provides long-range detection, identification and accurate localisation of infrared, electromagnetic and laser threats. The system incorporates radar warning, laser warning and missile warning receivers for threat detection plus a phased array radar jammer and a decoy dispenser for threat countering. It also includes a dedicated management unit for data fusion and reaction decision.”
MBDA — SPECTRA product datasheet

Three sensor domains, one jammer, one dispenser, one computer that decides. The infrared half is MBDA's DDM-NG missile warner, the two faired sensors you can see either side of the fin root on a modern Rafale. Note the word “localisation”, which is doing more work than it looks. A radar warning receiver that tells you a threat is somewhere off your left shoulder is a warning device. One that tells you where the emitter is, accurately enough to put a symbol on a map, is a sensor.

Thales is explicit about where that leads, and this is the part of the European philosophy that rarely gets written about.

“SPECTRA also has a valuable offensive capability. Fused data from its sensors enables the tracking of threats within the weapon system, which can be displayed as tracks in the cockpit. These tracks can be used to target threats when the defensive mission requires their neutralization.”
Thales — SPECTRA, solutions catalogue entry

An Armée de l’Air Rafale at Le Bourget. SPECTRA is not visible because there is nothing to see: the apertures are flush with the airframe and the system occupies no weapon station. Photo: Matti Blume, CC BY-SA 4.0

A defensive aids suite that produces tracks good enough to shoot at is no longer only a defensive aids suite. It is a passive sensor feeding the same tactical picture as the radar, with the advantage that it is not radiating while it does so. That is the design philosophy in one paragraph: the self-protection system is not a shield bolted to the side of the weapon system, it is part of the weapon system.

The claim Thales does not make

There is a story about SPECTRA that circulates constantly, usually phrased as active cancellation: the idea that the Rafale can transmit a signal which destructively interferes with the radar return coming off its own airframe, cancelling it out and making the aircraft effectively invisible. It is repeated in forums, in magazine profiles, and in a good deal of export-market commentary.

It is worth being precise about the evidentiary position. Thales's own catalogue entry for SPECTRA describes multi-spectral alerting, data fusion, a threat library, the offensive tracking capability quoted above and a comprehensive 360-degree warning capability. It contains no reference to cancellation, and none to stealth. MBDA's datasheet lists a phased-array radar jammer and a decoy dispenser, and says nothing of the kind either. Neither manufacturer has published the claim.

That does not make the capability impossible, and nobody outside the programme is in a position to rule it out. It does mean that every public version of the story traces back to commentary rather than to the two companies that build the system. The honest formulation is the one the manufacturers support: SPECTRA jams, decoys and localises, and it does so from apertures distributed around an airframe that was shaped with radar cross-section in mind from the start. Anything beyond that is inference, and should be written as inference.

Covert Cabal's survey of electronic warfare is the best general-audience grounding in what jamming actually does, and why the side that owns the spectrum usually owns the fight.

Praetorian: four countries, two wingtips

The Typhoon's suite is called Praetorian, and it is built by EuroDASS — a consortium led by Leonardo in the UK and incorporating Elettronica of Italy, Hensoldt of Germany and Indra of Spain. Four nations, one suite, which is both the programme's strength and the reason it took as long as it did.

The architecture is easier to see than SPECTRA's because most of it is in two places. Both wingtip pods carry electronic support measures antennas, which EuroDASS says give “unprecedented full spherical spatial coverage” and build a 360-degree picture that includes each threat's zone of lethality, so the crew can route around a surface-to-air system rather than merely be told it exists. The left pod carries the jamming antennas, front and rear, and the jammer works on digital radio frequency memory — the technique of recording an incoming pulse and replaying it altered, which we covered in detail in our piece on jamming techniques.

Where Praetorian lives on the airframe: 1 laser warners, 2 flare launchers, 3 chaff dispensers, 4 missile warners, 5 wingtip pods, with the dashed line marking a towed decoy streamed behind a pod. Diagram compiled from Eurofighter and FAS material by Wikimedia Commons contributors, CC BY-SA 4.0

The starboard pod holds something the Rafale does not carry in the same way: a towed radar decoy, deployed on a cable carrying both fibre-optic and power lines, so the aircraft's own suite drives what the decoy radiates rather than leaving it to improvise. EuroDASS publishes its envelope — Mach 2 and +9 to -3 g — and states that the decoys are effective against monopulse, track-while-scan and command-to-line-of-sight radars, and that because the decoy is off-board, a home-on-jam seeker cannot ride the jamming signal back to the aircraft.

“The missile approach warner utilises a pulse-doppler radar for detection.”
EuroDASS — Praetorian, consortium description

That single sentence is the most interesting technical line in the whole European story, and it is easy to skim past. The dominant Western approach to missile approach warning is passive and optical: ultraviolet or infrared sensors that look for the plume of a rocket motor. Praetorian's warner is an active radar. It transmits.

The trade is a real one in both directions. A pulse-doppler warner can detect a missile that is no longer burning, which an ultraviolet sensor fundamentally cannot, and it measures range and closure rather than inferring them — which is what allows Praetorian to cue chaff and flares automatically with sensible timing rather than dumping the whole dispenser on first warning. The cost is that it is an emitter on an aircraft whose entire defensive concept otherwise depends on being quiet. Those warners sit in the wing roots and the tail, and they detect both radar-guided and infrared-guided missiles.

The EuroDASS consortium's own film on Praetorian EVolution, the upgrade programme that keeps the suite current largely through software.

Two answers to the same problem

Set the two suites side by side and the differences are smaller than the marketing suggests, but they are real.

Both fuse radar warning, laser warning and missile warning into one computer that decides what to do. Both jam. Both dispense. Both are updated principally by rewriting the threat library rather than by replacing hardware, which is why Thales emphasises that SPECTRA's library can be refreshed between sorties from recorded mission data, and why EuroDASS describes Praetorian's enhancement programme as mostly software.

Where they part company is the decoy and the warner. Praetorian tows a decoy and watches for missiles with a radar. SPECTRA dispenses decoys from a smart multi-threat dispenser and watches for missiles with an infrared sensor. The Typhoon's solution puts more energy outside the aircraft; the Rafale's keeps the aircraft quieter. Neither is obviously right, and the fact that two European consortia building comparable fighters in the same decade reached opposite conclusions is a decent indication that the question is genuinely open.

RAF Typhoon FGR4 ZJ914. The pods on the wingtips are not fuel, weapons or ballast: they are the Praetorian suite, and they were part of the aircraft from the drawing board. Photo: Jakub Hałun, CC BY-SA 4.0

What both share, and what distinguishes them from a podded solution, is that the suite has access to everything. It knows the aircraft's attitude, its speed, what the radar is doing, where the formation is. A pod knows what it is told. That integration is why a European suite can reasonably decide to put a threat symbol in the pilot's tactical display as a target rather than as a warning, and it is the real answer to why the architecture was worth the extra decade of committee.

Where it goes next

The direction of travel on both aircraft is toward erasing the line between the radar and the electronic warfare suite altogether. An active electronically scanned array is already an agile, high-power, electronically steered transmitter; asking it to also act as a jammer and a wideband receiver is a software and processing problem rather than a new piece of metal.

Leonardo's own film on the ECRS Mk2, the multi-function array now going onto RAF Typhoons, which is explicitly sold on doing electronic warfare work as well as radar work.

That is the next argument, and it is the one worth watching. If the radar becomes the jammer, the case for a dedicated suite narrows to the things an array in the nose cannot do: look behind, look sideways, see a laser, see a plume, and stream a decoy on a wire. Which is, more or less, exactly the list of things in a Typhoon's wingtip pods and a Rafale's flush apertures.

Europe spent the 1990s arguing about whether to design the shield in or hang it on. Three decades later the two aircraft that won that argument are the ones whose self-protection cost them nothing they would rather have carried.

Sources: MBDA, SPECTRA integrated self-protection system for the Rafale, product datasheet; Thales Group, SPECTRA solutions catalogue entry; EuroDASS, Praetorian Today; Leonardo Electronics, Praetorian DASS product page; Eurofighter Typhoon, Praetorian EVolution.

<use href="#mfsh-i-share"/>Share this story

Frequently Asked Questions

<details open>
What is SPECTRA on the Dassault Rafale?

SPECTRA stands for Self-Protection Equipment to Counter Threats for Rafale Aircraft.
