Volodymyr Zelensky was due in Oslo that evening for the funeral of King Harald V, a state occasion with more than 150 inbound flights and a procession of monarchs and heads of state. Instead, at around half past four local time, Moldova closed the sky over the middle of the country and everything stopped.

A Russian drone had crossed in from Ukraine. It wandered south, turned back, slipped over the Prut into Romanian airspace, came back again and finally came down in a field in the far north of the country, roughly 160 kilometres from the airport. Seven flights were held up. Zelensky lifted off about an hour and a half late and landed at Gardermoen that evening.

That was the story for a day. Then Norwegian Prime Minister Jonas Gahr Støre sat down with the broadcaster NRK and said the aircraft had almost been hit — and the story became something else entirely. Kyiv pushed back. Chișinău pushed back. Moscow denied any threat at all. What follows is an attempt to separate what is documented from what is asserted, because on this one the gap between the two is unusually wide.

Quick Facts

Date: Tuesday 8 September 2026

Where: Moldovan and Romanian airspace; Chișinău International Airport

Aircraft delayed: the Ukrainian government Airbus ACJ319 carrying President Zelensky. It tracked south-west toward Bender, in the Russian-backed breakaway region of Transnistria, then turned toward the capital by 16:32. Controllers restricted the airspace over central Moldova at 16:30 — before the drone reached anywhere near Chișinău, and as a precaution rather than a reaction.

At 16:37 it left Moldova over the Prut and entered Romania. Two minutes later, two Spanish F-18 Hornets flying NATO enhanced Air Policing out of Romania were airborne to watch it. They did not engage. Romanian radar held the track until 17:02, when contact was lost. Five minutes after that it reappeared over northern Moldova, and shortly afterwards it came down near Mihăilenii Vechi and exploded, setting dry vegetation alight. Nobody was hurt.

Spanish Air Force EF-18 Hornets. Three departing flights and four arriving ones had been delayed. Monitoring channels put Zelensky’s departure at around 17:57. None of this was unusual by the standards of the last four years. Moldova has logged repeated incursions — three breaches in nine days in August alone — and each time the answer is the same, because it is the only answer the country has.

Reuters video report on the drone alert that delayed Zelensky’s departure from Chișinău, with the Moldovan government’s own account of the closure.

The sentence that changed the story

On Wednesday 9 September, the day of the funeral, Støre spoke to NRK about his Ukrainian guest. The line he used travelled around the world within hours.

“His flight was almost hit by a drone when it was taking off from Moldova. That is the reality he lives in.”
Jonas Gahr Støre — Prime Minister of Norway, speaking to NRK on 9 September 2026

Two things are worth noting about that quotation. The first is that Støre was speaking Norwegian, and the English renderings differ: Euronews and Al Jazeera give the wording above, while the Reuters version reads closer to “his plane was almost hit by a drone as it was about to take off.” The substance is the same. The second, and more important, is that Støre did not say where the information came from, and did not say how close the drone got.

Norway’s finance minister, Jens Stoltenberg, later said Zelensky had recounted the episode himself at a closed meeting in Oslo. That is the likeliest chain: a president describes a bad afternoon to his hosts, a host repeats it to a broadcaster, and a precautionary airspace closure becomes a near-collision somewhere in the retelling. A spokeswoman for Støre’s office subsequently told NRK that it was not known how close any drone had come to the aircraft.

Kyiv and Chișinău both said no

The pushback came from the two governments with the most to gain from the dramatic version, which is what makes it interesting. A source inside Zelensky’s presidency told AFP that what actually happened was an airspace alert triggered by a Russian drone crossing into Moldovan and Romanian territory, and described the suggestion that the president had been in danger as exaggerated.

Moldova went further. Government spokesman Dumitru Ciorici issued a clarification setting out the timeline above and did not say the drone came close to the aircraft or that it was targeted. Olga Rosca, foreign-policy adviser to President Maia Sandu, gave the same account: flights, Zelensky’s included, were released only once the drone was confirmed down. The New York Times reported that Støre’s claim could not be independently verified and that Moldova had not described a direct threat to the Ukrainian president.

That is not the end of the disagreement, though, because Moldovan officials are not all saying the same thing either. Speaking to CNN, Moldova’s ambassador to the United States took a distinctly darker view of the timing — while being careful to call it an open question.

“We do not believe in jet propelled drones just flying into Moldova’s territory for surveillance purposes while the Ukrainian president’s airplane is on the ground at the airport.”
Vladislav Kulminski — Moldova’s ambassador to the United States, speaking to CNN

Asked directly whether Moldova believed the drone was aimed at Zelensky, Kulminski said an investigation was under way and it was too early to say. For its own part, the Kremlin dismissed the whole thing: spokesman Dmitry Peskov claimed on Thursday that the threat to the aircraft did not exist. That is a claim from the party accused, and it deserves exactly as much weight as that description implies.

So where does that leave a reader? With three defensible positions and no way to choose between them on the published evidence. A Russian drone violated Moldovan airspace while a head of state sat on the ramp: established. The aircraft was held on the ground and released only when the drone was confirmed down: established. The drone came close enough to the A319 to constitute a near-miss: asserted by one prime minister, not supported by any flight-safety data anyone has released, and denied by both of the governments directly involved. Nobody has published a separation distance, because nobody appears to have one.

What closing a country’s airspace actually does to a VIP flight

This is the part that gets skipped in the political coverage, and it is the part that explains why the two accounts can both be honest. When a state closes its airspace over a drone, nothing dramatic happens in the cockpit. There is no evasive manoeuvre, no warning horn, no smoking hole beside the runway. What happens is that a controller stops issuing clearances.

Aircraft already airborne inside the block are vectored clear or held; aircraft inbound are held at the boundary or diverted; aircraft on the ground stay on the ground. Doors stay closed, the auxiliary power unit keeps running, and the crew sits with the flight plan suspended until the restriction lifts. Three departures and four arrivals were caught by that on 8 September. A head-of-state aircraft is not exempt from this — if anything it is the most obviously protected, because the entire point of the closure is to keep civil traffic away from an object nobody can see or talk to.

It also explains why the delay was as long as it was. Moldova did not reopen when the drone left for Romania. It reopened when the drone was confirmed destroyed, more than an hour later, because a drone that has crossed your border once can cross it again — and this one did exactly that.

Why a jet engine changes the clock

Ukrainian monitoring channels identified the drone on the return leg as a Geran-4, and the outlet Militarnyi published its track from the channel Oko Hora. That identification is an open-source claim, not an official finding — Moldova’s own log used the broader “Shahed-type” label. But if it is right, it matters for a reason that has nothing to do with Zelensky.

The MD-550 piston engine recovered from a downed Shahed-136. This is the propulsion the original Geran family flew on, and the reason those drones could be heard coming. Photo: User:Zenwort / Wikimedia Commons, CC BY-SA 4.0

The Shahed-136 and its Russian-built Geran-2 derivative are propeller aircraft with small piston engines, cruising at something on the order of 180 km/h. They are loud, slow and low, which is why Ukraine has been able to engage so many of them with mobile fire groups, helicopters and light interceptors. According to Ukraine’s defence intelligence directorate, the Geran-4 replaces that with a Chinese-supplied turbojet and a top speed of around 500 km/h, with a fragmentation or thermobaric warhead in the 50 to 90 kg class. Russia began using it against Ukrainian targets in May 2026.

Nearly tripling the speed does not just make a drone harder to shoot. It compresses every decision downstream of the first radar return — how long a controller has to close a sector, how long a crew has to be told to hold, how long a neighbouring air force has to get fighters into the right patch of sky. Two Spanish jets were airborne two minutes after the drone entered Romania and still never got a shot at it. Against a 180 km/h propeller drone, an hour of closed airspace is generous. Against a 500 km/h jet, it is arithmetic.

Moldova sits in the worst possible position for this. It is not in NATO, it is still buying its first serious ground-based air defences, and it has no fast-jet force of its own. Romania scrambles; Moldova closes. That asymmetry is the real operational story of 8 September, and it does not need a near-miss to be alarming.

France 24 English on Støre’s remarks to NRK and the response from Kyiv and Chișinău.

The part nobody disputes

The following night, Russian drones hit the Starokozache crossing on the Ukrainian-Moldovan border, killing two people and wounding three. The dead were Ukrainian; a Moldovan citizen was among the injured. Moscow said the crossing was used for military logistics. Moldova’s foreign ministry rejected that flatly, pointing out that the people who use it are families, children travelling with their mothers, and the elderly. President Maia Sandu condemned both the strike and the drone that had emptied her country’s sky the day before.

It would be easy to argue that the argument over Støre’s wording is a distraction from that. It is not. Getting the near-miss wrong is how a genuine, repeated, documented pattern of airspace violations gets reclassified in the public mind as hype — and the next time a drone crosses the Prut, that matters. The honest version is less cinematic and more damning: no shots were fired at a presidential jet, and a country still had to shut its entire airspace because a machine it could not stop wandered across it for an hour.

Zelensky landed at Gardermoen that evening, walked behind King Harald’s coffin the next morning alongside Sandu and Frank-Walter Steinmeier, and spent the rest of the visit talking to Norway about air defence. Which, whatever the drone did or did not do, is the point.

Frequently Asked Questions

<details open>
Was Zelensky’s plane really almost hit by a Russian drone over Moldova?

That claim has not been substantiated.
