On 16 September the head of Air Mobility Command explained how, and the answer says a great deal about what a modern air force has quietly had to relearn.

Quick Facts

Aircraft: Boeing KC-135 Stratotanker

Damage: Shrapnel holes from an Iranian missile attack while the aircraft was preparing to launch

Fuel aboard: Around 200,000 lb, which took 48 hours to drain

Told by: Lt. Tulley — Commander, Air Mobility Command, speaking at AFA 2026

The first people to the aircraft were the production superintendent and the expediter, which are not glamorous job titles and are exactly the right people. They started draining fuel, then patching holes, then working through the systems one at a time.

Tulley would not say where it happened. He did not have to. Five tankers were reportedly damaged in an Iranian long-range strike on Prince Sultan Air Base in Saudi Arabia on 14 March 2026, and a Department of War Inspector General report released this week confirmed it.

The Unit That Does This For a Living

The patching was not improvised by whoever happened to be on shift. Gen. Linda Hurry — Commander, Air Force Materiel Command, at the same panel

Tinker Air Force Base in Oklahoma hosts Expeditionary Depot Maintenance, which the Air Force describes as its sole source of Aircraft Battle Damage Repair capability for the entire tanker and bomber fleet. One unit, for every tanker and every bomber the United States owns.

The job of that team is not to make an aircraft right. It is to make an aircraft flyable, once, far enough to reach somewhere that can make it right. In this case that meant an ocean.

The business end of a KC-135. USAF photo.

The Bigger Admission: Readiness Gets Consumed

The tanker story was the anecdote. The theme underneath it was more interesting, and more candid than these panels usually get.

Tulley framed it as a question the war forced on him: what can we sustain, and for how long? His answer was to move repair work forward instead of dragging aircraft home. Around 30 refuelling booms were turned in the United Kingdom rather than being shipped across the Atlantic. Air Force Chief of Staff Gen. Kenneth S. Wilsbach said the same thing about routine inspections, which were carried out in Europe so the aircraft never had to leave theatre.

Air Force Global Strike Command went further, and its commander was unusually blunt about having got it wrong before.

“I would say in the past we probably didn’t do this the right way. Stephen L. Davis — Commander, Air Force Global Strike Command, at AFA 2026

What they did instead: load the bombers in the United States, fly them to the Middle East, have them conduct an actual combat mission, and then recover them at RAF Fairford in England, where maintainers and support personnel had already been pushed forward. Those bombers have been operating out of Fairford for more than six months since, at close to a daily rate.

A KC-135R refuelling mission from the boom operator’s position, with boom audio.

Why a Patched Tanker Is Worth a Panel

An air force measures itself in aircraft it owns. A war measures it in aircraft it can put in the air tomorrow morning, which is a different and much smaller number.

A KC-135 with holes in it is worth nothing on a ramp and a great deal in the air. The interesting part of this story is not that the Air Force fixed one tanker. It is that senior officers stood up at a conference and described, in public, a base under missile attack, a fuel drain that took two days and a repair philosophy they have had to rebuild. That is not the kind of detail anyone volunteers in peacetime.

Sources: Air Mobility Command; Air Force Materiel Command; Air Force Global Strike Command; Department of War Inspector General; TWZ

Frequently Asked Questions

<details open>
What happened to the shrapnel-damaged KC-135?

A KC-135 Stratotanker was hit by shrapnel from an Iranian missile attack while it was being prepared for a mission.
