On Sunday afternoon a Boeing 767 freighter came off the end of runway 30 at Miami International, crossed the ground beyond it, struck vehicles and burned. Five people on the ground were killed. Both pilots survived with injuries.
Within a day the question had narrowed to three letters. Miami has no EMAS, the crushable arrestor bed that has stopped 26 overrunning aircraft in the United States and brought 497 people to a halt safely. Why not?
The answer is more interesting than negligence, and it turns the story inside out. Miami does not have an EMAS bed because, on the FAA’s reading, it does not need one. EMAS is what airports install when they cannot fit the thing Miami already has.

What an EMAS bed actually is

An Engineered Materials Arresting System is a bed of blocks laid across the ground at the end of a runway, made of lightweight cellular cement or foamed silica. It has no cables, no hooks and no moving parts. It works by being weak in a very precisely controlled way.
When an aircraft rolls into it, the wheels sink in and crush the material. That crushing absorbs kinetic energy and drags the aircraft to a stop. The FAA’s design point is blunt and worth remembering: a standard EMAS installation will stop most aircraft overrunning the runway at 70 knots, roughly 80 miles per hour. Above that, the physics stop cooperating.
The technology came out of FAA research in the 1990s, developed with the University of Dayton, the Port Authority of New York and New Jersey, and the Engineered Arresting Systems Corporation, now Runway Safe Inc. of Logan Township, New Jersey, which remains the sole manufacturer of FAA-compliant beds. Two products are in use: EMASMAX, built from cellular cement blocks, and greenEMAS, a foamed silica bed made from recycled glass.
EMAS is a workaround, not an upgrade
This is the part most coverage skips. The primary safety feature at the end of a runway is not EMAS. It is the runway safety area: a clear, graded strip that gives an aircraft room to decelerate. Under current FAA standards it can be up to 500 feet wide and typically extends 1,000 feet past each runway end.
Those dimensions were adopted in the 1980s, long after most large American airports were laid out. Plenty of airports simply cannot comply. There is a bay, a motorway, a railway, a neighbourhood or a cliff where the safety area should be. EMAS exists for exactly those airports. It buys the stopping performance of a 1,000-foot graded overrun in a fraction of the length.
Miami is not one of those airports. It has the land.
Whether an EMAS bed would have changed Sunday’s outcome is unknown, and nobody credible is claiming otherwise. The aircraft went off the end and hit vehicles. Until the NTSB establishes the groundspeed at which it left the paved surface, any claim about what a crushable bed would have done is guesswork.
The accident that wrote the rule
The modern focus on what sits beyond the runway end traces to Little Rock. On 1 June 1999, American Airlines Flight 1420, a McDonnell Douglas MD-82, landed at Little Rock National Airport in a severe thunderstorm with the spoilers unarmed. It ran off the end of runway 4R, travelled another 800 feet, hit a security fence, and then struck a structure supporting the approach lights.
That structure should have sheared off. Approach light supports are meant to be frangible, designed to break on impact. These were anchored solidly because they stood on an unstable riverbank. The collision crushed the nose and killed the captain instantly. Nine people died at the scene, and two more passengers died in hospital in the following weeks, eleven in all.
A federal jury later found that Little Rock National Airport had failed to comply with airport safety standards, because non-frangible structures had been erected in what should have been the runway safety area, and awarded the captain’s family two million dollars. The NTSB never changed its probable-cause finding, which centred on the crew. Both things were true at once: the pilots should not have landed, and the ground beyond the runway should not have been able to kill them.
Twenty-six saves, and what they look like
The FAA maintains a public ledger of every EMAS arrestment. Read cold, it is one of the more persuasive safety documents in civil aviation.
The largest was an Airbus A320 at Chicago O’Hare in July 2008, with 145 people aboard. A Boeing 737 ran into the bed at Bob Hope Airport in Burbank in December 2018 with 117 aboard, after a landing in rain that had already gone wrong. Another 737 was stopped at LaGuardia in October 2016 with 37 aboard. An Embraer ERJ-145 was caught at Roanoke in September 2025 with 53 people on it. The most recent was a Learjet 60 at Teterboro this April.
Six of the 26 arrestments have happened in Florida, at Key West, Palm Beach, Stuart, Fort Lauderdale and Boca Raton. None at Miami, which has never had a bed to be caught by.

The FAA’s Office of Airports says it has now facilitated runway safety area improvements at more than 500 commercial service airports, covering roughly 1,000 runway ends, either to the full standard or as far as was practicable. EMAS is one tool in that programme, not the whole of it.
Which leaves Miami in an uncomfortable but defensible position. It met the standard. An aircraft went past it anyway, into ground where people were working. The NTSB will now decide whether the standard was the right one.
