Flight-tracking data traces the aircraft from Joint Base McGuire-Dix-Lakehurst in New Jersey to Joint Base Charleston in South Carolina on 22 August, then to Joint Base Andrews in Maryland on 23 August, and out of Andrews to Riga the same day. It sat in Latvia over the weekend and flew to Moscow on Tuesday.<\/p>\r\n\r\n<p>Joint Base Andrews is not an ordinary cargo stop. It sits just outside Washington and is home to the 89th Airlift Wing, which runs the Air Force Special Air Mission fleet, the unit that moves the president, the vice president, cabinet officials and visiting dignitaries.<\/p>\r\n\r\n<p>Andrews is also where the Air Force keeps the Roll-On Conference Capsule, a self-contained module that loads into a C-17 to give senior officials a secure, quiet place to work in the middle of a cargo bay. It functions as a mobile secure facility, office and sleeping quarters in one. When Steve Witkoff and Jared Kushner came to Vnukovo in January to meet Vladimir Putin, they arrived in a US government aircraft. Missions of that kind generally use a Gulfstream C-37, a VIP transport built for exactly this job.<\/p>\r\n\r\n<p>The C-17 is a strategic airlifter designed to move armoured vehicles and helicopters. It is also, usefully, fitted with expendable decoys and the LAIRCM infrared countermeasures system, and it can carry a large party and a great deal of equipment without anyone being able to see what is inside.<\/p>\r\n\r\n<p>US military flights into Russia are rare. Both countries have barred each other's civil aircraft since March 2022, and state aircraft need separate diplomatic clearance. A USAF aircraft was at Vnukovo in February 2025 for the prisoner exchange that returned Alexander Vinnik to Russia and freed the American teacher Marc Fogel.<\/p>\r\n\r\n\r\n<div style=\"max-width:550px;margin:0 auto 28px\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?id=2092176423490289843&theme=light\" style=\"width:100%;height:520px;border:none;border-radius:12px;overflow:hidden\" allowfullscreen><\/iframe><\/div>\r\n\r\n\r\n<h2 style=\"padding-top:22px\">Everybody denied knowing anything<\/h2>\r\n\r\n<p>Through Tuesday the official line everywhere was that nobody had anything to say. Kremlin spokesman Dmitry Peskov told reporters he had no information about the aircraft and that no meeting with US administration representatives was scheduled at the Kremlin that week. US European Command had nothing to offer. The Pentagon referred questions to the Air Force.<\/p>\r\n\r\n<p>The one government that did answer was Latvia. Over the weekend Ukrainian President Volodymyr Zelensky said he saw a window for renewed American mediation to end the war, running until the end of next summer, and that proposals had been drafted with US and European officials to put to Moscow.<\/p>\r\n\r\n<p>Meanwhile the visit that was expected did not happen. Witkoff and Kushner postponed a planned Moscow trip, and Russian state media reported it was unlikely they would travel before the end of August. Instead the administration sent its intelligence chief, quietly, on a cargo aircraft.<\/p>\r\n\r\n<p>Intelligence channels have historically stayed open between Washington and Moscow when diplomatic ones seize up, and a CIA director is a useful envoy precisely because his travel does not have to be announced.
