He spent four years with a fighter-bomber regiment in East Germany and rose to be its chief of staff.<\/p>\r\n\r\n<p>In October 1985 he arrived in Afghanistan as a lieutenant colonel, commanding the 378th Independent Attack Aviation Regiment, which flew the <a href=\"https:\/\/migflug.com\/afterburner\/fr\/aeronef\/su-25-frogfoot\/\">Sukhoi Su-25<\/a>. The Frogfoot was the Soviet answer to close air support: a single-seat, twin-engine attack jet whose pilot sits inside a welded titanium bath, built on the assumption that it would be shot at every day.<\/p>\r\n\r\n\r\n<figure class=\"wp-block-image size-large\" style=\"margin:0 0 24px;width:100%\"><img data-opt-id=175280123  fetchpriority=\"high\" decoding=\"async\" class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" width=\"1024\" src=\"https:\/\/ml5psubhxdln.i.optimole.com\/cb:yZ_F.cf72\/w:auto\/h:auto\/q:mauto\/ig:avif\/https:\/\/migflug.com\/afterburner\/wp-content\/uploads\/sites\/4\/2026\/08\/sukhoi-su-25-frogfoot-in-flight-underside.jpg\" alt=\"Underside view of a Soviet Sukhoi Su-25 Frogfoot attack aircraft in flight\" style=\"width:100%;height:auto;max-width:100%;display:block;border-radius:6px\"><figcaption style=\"font-size:13px;color:#777;text-align:center;margin-top:6px;font-style:italic\">A Soviet Su-25 Frogfoot. Photo: US Department of Defense, public domain<\/figcaption><\/figure>\r\n\r\n\r\n<p>Its chief designer never pretended it was anything other than a low-level weapon.<\/p>\r\n\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #5C91FF;padding:20px 22px;margin:18px 0 24px;border-radius:0 8px 8px 0;font-size:16px;line-height:1.7\"><em>&ldquo;Our team has designed this plane so that it can be used only at low and medium altitudes.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Vladimir Babak<\/strong> &mdash; Chief Designer of the Su-25, Sukhoi, in an interview reported by UNIAN, 11 March 2015<\/div><\/div>\r\n\r\n\r\n<p>Low altitude is where the shooting is. On 6 April 1986, during an attack near Zhawar, Rutskoy was shot down by Mujahideen fire. He ejected, but broke an arm and badly injured his back. He was grounded on medical orders, though he held on to command of the regiment until December.<\/p>\r\n\r\n<p>Most officers would have taken the desk. Rutskoy passed a medical board, got his flying status back, and in April 1988 returned to Afghanistan as a colonel, now deputy commander for aviation of the entire 40th Army. He carried on flying combat missions anyway.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">Six miles into Pakistan<\/h2>\r\n\r\n<p>On 4 August 1988 he was attacking a Mujahideen training camp roughly six miles inside Pakistani territory. A Pakistan Air Force <a href=\"https:\/\/migflug.com\/afterburner\/fr\/aeronef\/f-16-fighting-falcon\/\">F-16A<\/a> of No. 14 Squadron, flown by Squadron Leader Athar Bukhari, shot him down.<\/p>\r\n\r\n<p>Rutskoy ejected safely and came down among local villagers, who captured him and handed him to the Pakistani army. He was held briefly as a prisoner of war in Islamabad. According to Steve Coll in his history of the CIA in Afghanistan, the agency pushed for his release rather than let a captured Soviet colonel complicate the Geneva Accords and the Soviet withdrawal then under way.<\/p>\r\n\r\n<p>He went home, and for 428 combat missions he was made a Hero of the Soviet Union.<\/p>\r\n\r\n\r\n<div style=\"display:flex;justify-content:center;margin:2em 0\"><blockquote class=\"reddit-embed-bq\" data-embed-height=\"500\"><a href=\"https:\/\/www.reddit.com\/r\/todayilearned\/comments\/exanf4\/til_in_1988_pakistan_airforce_shot_down_alexander\/\">TIL Pakistan shot down Alexander Rutskoy in 1988; he later became Vice President of Russia<\/a><\/blockquote><script async src=\"https:\/\/embed.reddit.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\r\n\r\n\r\n<h2 style=\"padding-top:22px\">Yeltsin picks a war hero<\/h2>\r\n\r\n<p>In May 1991, on the last day candidates could file, Boris Yeltsin named Rutskoy as his vice-presidential running mate. A decorated combat pilot balanced the ticket nicely. From late 1992 Rutskoy was attacking Yeltsin's economic programme in public and accusing officials around him of corruption. In September 1993 Yeltsin suspended him over corruption allegations of his own, which were never substantiated. Parliament rejected the suspension.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">Twelve days as acting president<\/h2>\r\n\r\n<p>On 21 September 1993 Yeltsin dissolved the Supreme Soviet, which the 1978 constitution did not allow him to do. Article 121-6 was explicit: a president who used his powers to dissolve elected organs of state power lost those powers immediately.<\/p>\r\n\r\n<p>Parliament took the article at its word, impeached Yeltsin, and swore in his deputy.<\/p>\r\n\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #d32f2f;padding:20px 22px;margin:18px 0 24px;border-radius:0 8px 8px 0;font-size:16px;line-height:1.7\"><em>&ldquo;I am taking the authority of President. The anti-constitutional decree of President Yeltsin is annulled.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Alexander Rutskoy<\/strong> &mdash; taking the oath as acting President of Russia, 00:25 on 22 September 1993<\/div><\/div>\r\n\r\n\r\n<p>His presidency was constitutional on paper and recognised by nobody abroad. What followed was a two-week siege of the parliament building, street fighting in Moscow, and on 4 October the army shelling the White House with tank fire while the world watched on television. Rutskoy was arrested and charged with organising mass disorder. Yeltsin had dismissed him as vice president the day before and thrown him out of the armed forces.<\/p>\r\n\r\n\r\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/DzdiJGSs3HU\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0;border-radius:8px\" allowfullscreen><\/iframe><\/div>\r\n\r\n\r\n<p>He was held in Lefortovo prison until 26 February 1994, when the State Duma granted an amnesty covering participants in both the 1991 coup attempt and the October 1993 crisis.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">Governor, and then quiet<\/h2>\r\n\r\n<p>Rutskoy founded a nationalist party that failed at the 1995 elections, then ran for governor of Kursk Oblast in 1996. Hours before the 2000 election a regional court struck him from the ballot over abuse of office and inaccurate property declarations. Later attempts at the Duma and at the Kursk governorship in 2014 and 2016 all failed on technicalities or at the polls.<\/p>\r\n\r\n<p>He has since apologised for the armed rebellion, saying he would not have gone through with it had he known people would die.<\/p>\r\n\r\n<p>The office of Vice President of Russia was abolished after 1993 and never restored. Alexander Rutskoy remains the only person who ever held it, and very probably the only holder of any national office anywhere who got there by way of two ejections, a Pakistani prison cell and a Hero
