Air Defence Has Replaced It.<\/h2><p>The most concrete thing Hinds said was about vocabulary, which in a military alliance is never only about vocabulary.<\/p>\r\n<div style=\"background:#f8f9fa;border-left:4px solid #5C91FF;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7;display:flex;gap:20px;align-items:flex-start\"><div><em>&ldquo;We have transitioned away from air policing, and we have transitioned to air defense for some specific reasons. One is readiness. Air policing is a readiness decrementing mission that the alliance has done for years... Air defense means we have the right kit, multi-domain, to be able to be put in the right place based on indications, warnings, or real threats.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Lt Gen Jason T. Hinds<\/strong> &mdash; Commander, NATO Allied Air Command<\/div><\/div><\/div>\r\n<p>Air policing was an assurance mission. Fighters sat alert, launched to identify whatever appeared, and escorted it away. It reassured 32 nations and, in Hinds&rsquo;s blunt phrasing, degraded readiness while doing so.<\/p><p>Air defence is positional. Assets move to where intelligence says something is coming, with the authority and the weapons to destroy it. But we want to get there.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Lt Gen Jason T. Hinds<\/strong> &mdash; Commander, US Air Forces in Europe and NATO Allied Air Command<\/div><\/div><\/div>\r\n<p>A one-way attack drone can cost a few tens of thousands of dollars. The air-to-air missile fired at it can cost several hundred thousand, and the fighter carrying that missile costs tens of millions and needs a pilot. Win every engagement on those terms and you still lose the exchange.<\/p><p>His stated ambition is lower-cost interceptors, &ldquo;hopefully ground-based, and in some cases air-based that are cheaper to use.&rdquo; Europe is already moving that way: RAF <a href=\"https:\/\/migflug.com\/aircraft\/eurofighter-typhoon\/\">Typhoons<\/a> were fitted with 70 mm APKWS laser-guided rockets in May, and France has completed integration testing of 68 mm laser-guided rockets on the <a href=\"https:\/\/migflug.com\/aircraft\/rafale\/\">Rafale<\/a> &mdash; less than eight months from contract to initial capability.<\/p><h2 style=\"padding-top:22px\">What He Is Being Asked to Build<\/h2><p>Stripped of the acronyms, Hinds described a four-step chain he wants working before a drone or cruise missile reaches NATO territory: detect it, know where it came from, decide what to do, and have the right weapon to act.<\/p><p>Each of those is a separate problem. Detection means sensors looking outward, not just upward. Attribution means fusing intelligence quickly enough to matter. The decision step means command and control that can delegate authority in minutes across an alliance of 32 nations. Only the last step is about the weapon.<\/p><p>That is what Standing Defense Plan 12000 is for, and it is why SACEUR has handed Hinds the job of implementing both it and Eastern Sentry.<\/p>\r\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/buxjl4dbH8I\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0\" allowfullscreen><\/iframe><\/div>\r\n<h2 style=\"padding-top:22px\">His Read on Why This Is Happening<\/h2><p>Asked whether Russia is probing the alliance, Hinds offered an assessment that was more reassuring than the headlines it generated.<\/p>\r\n<div style=\"background:#f8f9fa;border-left:4px solid #5C91FF;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7;display:flex;gap:20px;align-items:flex-start\"><div><em>&ldquo;Hybrid activities may, in fact, only be one of the few levers that Putin has available to him, because he sees that he does not have an advantage in geography, domain, or readiness. We are not seeing a massing of forces across the opposite side of Finland, a new NATO nation. We are not seeing a massing of forces whatsoever in any domain opposite of Poland, Latvia, Lithuania, or Estonia.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Lt Gen Jason T. Hinds said he does not know the intent behind the Lithuanian incursion and that intelligence organisations will supply that later &mdash; a hedge worth noting, because a great deal of commentary this week has been confident about a motive that the responsible commander says he cannot yet establish.<\/p><p>He was less hedged about the risk. Hybrid activity, he said, could lead to escalation.
