Commanders had approved the target lists. Troops were loading bombs onto the aircraft selected for the operation. The first wave was close to beginning. <em>The New York Times<\/em>, which first reported the deliberations on Sunday, said the reversal came by midday.<\/p>\r\n\r\n<p>Nobody outside the Pentagon knows which aircraft those were. CENTCOM referred questions to the White House; the White House declined to discuss the deliberations on the record. Trump told advisers on Wednesday that he did not favour strikes, according to administration officials cited by the <em>Times<\/em>. On Thursday he spoke to Saudi Crown Prince Mohammed bin Salman, reversed himself, and instructed the Pentagon to prepare airstrikes on Houthi targets.<\/p>\r\n\r\n<p>By Saturday the machinery was turning. Axios, citing two US officials, reported that the CENTCOM commander, Admiral Brad Cooper, had prepared airstrike options in Yemen and presented them to Defense Secretary Pete Hegseth. By Sunday morning the target lists were signed off and the loading had started. By Sunday midday it was over, and nothing had flown.<\/p>\r\n\r\n<p>This was not a close-run thing decided in a vacuum. Ten days earlier, Axios reported, bin Salman had called Trump twice in a single day pressing for American strikes as the Houthis closed on the Red Sea. Trump said no then too, agreeing only to supply intelligence and targeting data. The Saudi counteroffensive in Yemen, run with Yemeni government forces, has been repeatedly delayed.<\/p>\r\n\r\n<p>Inside the administration, the appetite was thin. Most of Trump's inner circle were either deeply sceptical of joining the Saudi fight or opposed to it outright, a senior administration official told the <em>Times<\/em>, with the strain on forces already committed against Iran cited as a central worry. On the record, the same official would say only that the United States has a defence agreement with Saudi Arabia and \"will always defend our allies.\"<\/p>\r\n\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #5C91FF;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7\"><em>&ldquo;The president changed his mind and did not want to open a Pandora\u2019s box by striking because it could cause the Houthis to hold the Bab al-Mandeb at risk and create a second choke point.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Alex Plitsas<\/strong> &mdash; Fellow at the Atlantic Council and former Pentagon official, speaking to Axios, 21 September 2026<\/div><\/div>\r\n\r\n\r\n<h2 style=\"padding-top:22px\">Why &ldquo;bombs were being loaded&rdquo; is the part that stings<\/h2>\r\n\r\n<p>Political reporting treats a called-off strike as a decision. On a flight deck or a hardstand it is something else entirely: a physical process, half-finished, that now has to be run backwards.<\/p>\r\n\r\n<p>A strike package is not a button. Weapons are built up hours in advance, moved out of magazines, hoisted onto pylons and racks, torqued, wired, checked and rechecked, with the arming steps deliberately left until the last possible moment. Aircrew have been briefed on routes, tanker tracks, threat rings and abort criteria. Downloading all of that is slower, fiddlier and no safer than uploading it, and everyone on the line knows precisely why they are doing it.<\/p>\r\n\r\n<p>Trump has stopped an operation at this stage before. In June 2019, after Iran shot down a US Navy <a href=\"https:\/\/migflug.com\/aircraft\/rq-4-global-hawk\/\">RQ-4 Global Hawk<\/a> over the Strait of Hormuz, he called off retaliatory strikes on three Iranian sites with, by his own account, ten minutes to spare, saying an estimated 150 deaths was not proportionate to the loss of an unmanned aircraft. His phrase for it at the time was &ldquo;cocked &amp; loaded.&rdquo; Sunday looks like the same reflex, exercised at roughly the same point in the sequence.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">The chokepoint that argues against bombing<\/h2>\r\n\r\n<p>The strategic logic behind the reversal is not complicated, and it is geographic. The Bab al-Mandeb is the strait between Yemen on the Arabian side and Djibouti and Eritrea on the African side: the southern gate of the Red Sea, and therefore the southern gate of the Suez route. Close it, and the shortest sea road between Asia and Europe stops existing.<\/p>\r\n\r\n<p>The Houthis have spent two years demonstrating they can make that water dangerous without closing it. Earlier this month, according to Axios, US diplomats met Houthi officials and came away with assurances that the group has no intention of shutting the strait. In May, the <em>Times<\/em> reported, Saudi Arabia effectively killed an American plan to escort commercial tankers through the Strait of Hormuz by refusing the use of Saudi airspace and American bases in the kingdom. The leverage runs both ways, and both sides know it.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">The last time America bombed Yemen<\/h2>\r\n\r\n<p>This would not have been a first. Operation Rough Rider began on 15 March 2025 and ran for roughly seven weeks before Trump abruptly ended it, saying the Houthis had promised to stop firing on American ships.<\/p>\r\n\r\n<p>The weight of that campaign was carried by carrier aviation. US Central Command forces included the USS <em>Harry S. Truman<\/em> and USS <em>Carl Vinson<\/em> carrier strike groups, and by the end of April the Pentagon was reporting at least 1,000 Houthi targets struck. The <a href=\"https:\/\/migflug.com\/aircraft\/fa-18-super-hornet\/\">F\/A-18E Super Hornet<\/a> did most of the visible work; the campaign consumed roughly a billion dollars in weapons and munitions in its first month alone, according to the <em>Times<\/em>.<\/p>\r\n\r\n<p>It was not cost-free for the Navy either. <em>Truman<\/em> lost a Super Hornet over the side in late April when the carrier made an evasive manoeuvre and the jet slid off an aircraft elevator, and the Houthis shot down several American drones over the course of the operation. Current and former US diplomats and commanders interviewed by the <em>Times<\/em> were openly doubtful that a repeat performance would force the group to negotiate, or that Saudi-backed ground forces could exploit the airstrikes if it did.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">What the Houthis did next<\/h2>\r\n\r\n<p>They said thank you, in their fashion. Euronews reported on Monday that the group assured Washington it would not target American vessels in the Red Sea following the reports that the strikes had been cancelled.<\/p>\r\n\r\n<p>That matches what Trump himself had said on Sunday, before the reversal became public. In a telephone interview with Fox News correspondent Trey Yingst, he said the United States was in &ldquo;constant communication&rdquo; with the Houthis and that they had so far agreed not to attack American forces, according to The Jerusalem Post's account of the interview.<\/p>\r\n\r\n<p>On the deliberations themselves, the White House has said almost nothing. The one line a senior administration official was willing to put on the record with the <em>Times<\/em> was this.<\/p>\r\n\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #1565c0;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7\"><em>&ldquo;&hellip;will always defend our allies.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>A senior US administration official<\/strong> &mdash; Speaking to The New York Times about the Yemen deliberations, noting that the United States has a defence agreement with Saudi Arabia<\/div><\/div>\r\n\r\n\r\n<p>The no-attacks understanding with the Houthis dates to the end of the 2025 bombing campaign, and an American official told the <em>Times<\/em> it would probably collapse the moment US aircraft went back over Yemen. Which is, in one sentence, the whole argument against pressing the button.<\/p>\r\n\r\n<p>Meanwhile the reason the Saudis keep calling has not gone anywhere. Reuters reported on Monday that the Houthis have taken Yemen's Red Sea coastline and are pushing for the strategic highlands of Taiz and Lahij provinces. Over the weekend the group claimed missile and drone attacks on Riyadh; Saudi forces said they intercepted a missile aimed at the capital and thwarted further attacks elsewhere in the kingdom.<\/p>\r\n\r\n<p>So the file stays open. The Houthis are advancing, Saudi Arabia is asking, Washington needs Riyadh for the war with Iran, and a strike package that was minutes from being a fact is now a story about weapons that came back off the racks.
