Ban Keun sits in the middle of mainland Southeast Asia, within easy flying distance of Thailand, Vietnam and Myanmar, and until now Beijing&rsquo;s overseas military presence has been limited to a naval base in Djibouti and a joint facility at Cambodia&rsquo;s Ream naval base. One Thai news channel noted that Ban Keun lies roughly 170 kilometres from the Royal Thai Air Force base at Udon Thani, home to the Thai air force&rsquo;s Wing 23.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">A familiar piece of ground<\/h2>\r\n\r\n<p>Laos has been here before. During the Vietnam War the United States ran a secret air war from dozens of rough airstrips across the country, the famous Lima Sites, flown by CIA-backed crews and Air America pilots. One of them, Lima Site 85 on a mountaintop radar station, became one of the most painful losses of the war.<\/p>\r\n\r\n<p>Half a century later, a different superpower is building a flying school in the same country.
