The FAA stopped flights bound for the airport from taking off between about 18:30 and 20:00 local time, and the problem rippled out to airports across the country. Passengers far from Texas were told their flight was held by a "ground stop".

Ground stops and ground delay programmes are the FAA's two main tools for matching the number of aircraft heading to an airport to what that airport can handle. They sound alike but work very differently. Here is what each one means, and why air traffic controllers would rather keep you waiting at the gate than circling in the air.

Quick Facts

Ground stop: Flights to an affected airport are held at their departure airports until further notice

Ground delay programme (GDP): Flights get assigned departure times that spread arrivals over a longer period

Who coordinates: The FAA Air Traffic Control System Command Center, with local facilities

Typical causes: Weather, equipment outages, runway closures, emergencies

Why on the ground: Holding on the ground uses less fuel and is safer than holding in the air

Recent examples: Newark (September 2026), Houston (13 October 2026)

The Ground Stop: Everyone Waits

A ground stop is the bluntest tool. Every qualifying flight heading for the affected airport stays at its departure airport until the stop ends. The FAA puts it simply:

“Flights that are destined to the affected airport are held at their departure point for the duration of the Ground Stop.”
Federal Aviation Administration — Air Traffic Control System Command Center, fly.faa.gov

According to the NBAA's guide to traffic management, ground stops are used when capacity drops sharply: weather below landing minimums, storms closing routes, major equipment outages or catastrophic events. They also prevent long airborne holding, overloaded airspace sectors and gridlocked airports. Local facilities can impose short stops of up to 15 minutes without notifying the Command Center, and every stop has an update time when it is reviewed. Its scope can be set by distance, by en route centre or by tier, so a flight from a nearby airport may be held while one from across the country is not.

The control tower at Houston's George Bush Intercontinental. Instead of holding everyone, it calculates how many arrivals per hour the airport can accept and gives each flight a departure time that fits.

“Flights that have been issued CDTs are not permitted to depart until their Controlled Departure Time.”
Federal Aviation Administration — Air Traffic Control System Command Center, fly.faa.gov

The FAA says GDPs are used when projected demand at an airport is expected to exceed its acceptance rate, most often because low cloud or poor visibility reduces how many aircraft can land per hour. Your airline's app may call the assigned time an EDCT, an expected departure clearance time. Unlike a ground stop, a GDP lets you know roughly when you will go.

When a ground stop or delay programme hits a hub, passengers wait in terminals such as this walkway at Chicago O'Hare. Photo: N i c o l a / CC BY 2.0

Why Waiting on the Ground Is Better

A delay at the gate is frustrating, but it is far better than the alternative. An aircraft waiting at the gate burns almost no fuel, and its passengers are safe. An aircraft circling in a holding pattern burns fuel, takes up airspace and may run low on fuel, which is how a minor problem becomes an emergency. Holding flights on the ground lets controllers keep the sky orderly while the problem is fixed.

The weak point is the infrastructure underneath. A single cut cable can stop departures at airports hundreds of miles away, as Newark found in September and Houston this week.

NBC News on the FAA ground stops at Newark, Philadelphia and Teterboro after an equipment failure.

The FAA explains how to check airport status, ground stops and delay programmes at fly.faa.gov.

EUROCONTROL on the causes of flight delays and how network managers reduce them.

Sources: FAA Air Traffic Control System Command Center (fly.faa.gov); NBAA traffic flow management guide; aeroTELEGRAPH (Houston, 13 Oct 2026); AVweb; NBC News

<use href="#mfsh-i-share"/>Share this story

Frequently Asked Questions

<details open>
What is an FAA ground stop?

An FAA ground stop holds flights bound for an affected airport at their departure airports until the stop is lifted.
