It came from the top of the department, repeatedly, on the record. Defense Secretary Pete Hegseth, Acting Navy Secretary Hung Cao and Chief of Naval Operations Admiral Daryl Caudle all said the engineering and manufacturing development award would come this month.<\/p>\n\n<p>As of 22 August, Aviation Week reported the Navy was still hopeful an announcement would come, while noting the decision was out of the service&rsquo;s hands. That phrasing is the interesting part. (U.S. Navy)<\/figcaption><\/figure>\n<h2 style=\"padding-top:22px\">What Is Actually at Stake<\/h2><p>This is the contract that decides what flies off American carrier decks in the 2040s. It replaces the Super Hornet and the Growler, the two aircraft that currently do most of the Navy&rsquo;s striking and all of its electronic attack.<\/p>\n\n<p>For the loser it is worse than losing a programme. Boeing already won the Air Force&rsquo;s F-47 in March 2025. If Boeing wins this too, Northrop Grumman is left without a crewed fighter line. If Northrop wins, it re-enters a business it has not held since the F-14 era ended and the YF-23 lost.<\/p>\n\n\n<div style=\"background:#f8f9fa;border-left:4px solid #5C91FF;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7;display:flex;gap:20px;align-items:flex-start\"><div><em>&ldquo;F\/A-XX fighter downselect coming in August.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Adm. Daryl Caudle<\/strong> &mdash; Chief of Naval Operations, U.S. Navy, April 2026<\/div><\/div><\/div>\n<p>Northrop has spent part of the summer publicly defending its ability to build the aircraft if selected, which is not the behaviour of a company that thinks the decision is already made.<\/p>\n\n\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/7K9hh7e2unQ\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0\" allowfullscreen><\/iframe><\/div>\n<h2 style=\"padding-top:22px\">Why a Slipped Month Matters<\/h2><p>On its own, a few weeks is nothing. Large defence awards slip routinely, and the protest period that follows any decision will take longer than the delay itself.<\/p>\n\n<p>What makes it worth watching is the pattern. The Navy has already had F\/A-XX paused once, in 2025, when the programme&rsquo;s future was genuinely in doubt before Congress intervened and raised funding for FY27 to around $900 million. A programme that has been stopped once and restarted, and whose award date is now sliding again while officials say the timing is not theirs to control, is a programme where the schedule is not the binding constraint. Something else is.<\/p>\n\n<p>The award may well land before the month is out, possibly before you read this.
