It had left Riga in Latvia roughly seventy minutes earlier. An active-duty American military transport landing in the Russian capital is not merely unusual in the current climate. Flight-tracking data traces the aircraft from Joint Base McGuire-Dix-Lakehurst in New Jersey to Joint Base Charleston in South Carolina on 22 August. The next day it flew to Joint Base Andrews in Maryland, and left Andrews for Riga the same day. It sat in Latvia over the weekend, then flew to Moscow on Tuesday.<\/p>\r\n\r\n<p>Joint Base Andrews is not an ordinary cargo stop. It sits just outside Washington and is home to the 89th Airlift Wing, which runs the Air Force Special Air Mission fleet. That is the unit that flies the president, the vice president, cabinet officials and visiting foreign dignitaries.<\/p>\r\n\r\n<p>Andrews is also where the Air Force keeps the Roll-On Conference Capsule, a self-contained module that can be loaded into a C-17 to give senior officials a secure, quiet place to work in the middle of a cargo bay. It functions as a mobile secure facility, office and sleeping quarters in one, with secure voice, data and video links. The cameraman, apparently deadpan, remarks that they are under attack.<\/p>\r\n\r\n\r\n<div style=\"max-width:550px;margin:0 auto 28px\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?id=2092192800188067921&theme=light\" style=\"width:100%;height:520px;border:none;border-radius:12px;overflow:hidden\" allowfullscreen><\/iframe><\/div>\r\n\r\n\r\n<p>There is a second, unconfirmed thread. An observer in Riga reported a white aircraft parked near the C-17 that may have been a US Air Force C-40B, the VIP-configured military version of the Boeing 737-700 used to move senior officials. A C-40B is reported to have left Andrews on the same day as the C-17. None of that is confirmed, and it should be treated as an observation rather than a fact.<\/p>\r\n\r\n\r\n<div style=\"max-width:550px;margin:0 auto 28px\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?id=2092181986198634853&theme=light\" style=\"width:100%;height:520px;border:none;border-radius:12px;overflow:hidden\" allowfullscreen><\/iframe><\/div>\r\n\r\n\r\n<h2 style=\"padding-top:22px\">The Kremlin says it does not know either<\/h2>\r\n\r\n<p>Asked about the flight, Kremlin spokesman Dmitry Peskov said he had no information about the aircraft, according to Reuters. The Pentagon has not commented publicly. Over the weekend Ukrainian President Volodymyr Zelensky said he saw a window for renewed American mediation to end the war, running until the end of next summer, and that a set of proposals had been drafted with US and European officials to put to Moscow.<\/p>\r\n\r\n<p>Channels between Washington and Moscow have stayed open through the war. US envoys Steve Witkoff and Jared Kushner have been discussed as participants in further talks and were last in Moscow in January. There have also been reports that FBI Director Kash Patel is planning a visit to Russia, though not before around mid-October.<\/p>\r\n\r\n<p>A C-17 is not a diplomatic aircraft by design. It is a strategic airlifter built to move troops, armoured vehicles and helicopters, and it can equally carry a delegation, a conference capsule, or several tonnes of something nobody wants to put on a commercial charter. Its defensive fit, including expendable decoys and the LAIRCM infrared countermeasures system, is one reason it gets used to fly officials into places where the security picture is uncertain.<\/p>\r\n\r\n<p>For now, the only confirmed facts are the tail number, the route and the landing time. What was aboard, who was aboard, and when it leaves are all still open questions.
