It is worth holding on to that distinction this week, because the two things are already being folded into one another.<\/p>\r\n\r\n<p>On 9 September 2026, at the Polish Army Museum in Warsaw, Under Secretary of State for Arms Control and International Security Thomas DiNanno signed a $4 billion Foreign Military Financing loan guarantee with the Republic of Poland. It is the sixth such agreement between the two governments, and it lifts the running total of American military financing extended to Warsaw to nearly $20 billion. All of that is confirmed, on the record, by both capitals.<\/p>\r\n\r\n<p>What is not confirmed is the aircraft. Within hours the loan was being read as the down payment on 32 more <a href=\"https:\/\/migflug.com\/aircraft\/f-35-lightning-ii\/\">F-35A Lightning II<\/a> fighters. Warsaw has said no such thing. Israel, Egypt and Jordan receive FMF money they never have to give back. Poland does not. Every dollar Warsaw has taken under this programme is credit.<\/p>\r\n\r\n<p>The mechanism is a loan guarantee rather than a cheque. Poland borrows, the funds are channelled through Bank Gospodarstwa Krajowego, the state development bank, and the United States government guarantees the repayment. The guarantee lowers the cost of the money; it does not remove the obligation. Poland repays, with interest, on a schedule neither government has published.<\/p>\r\n\r\n<p>That opacity is the first thing worth flagging. The terms of the 9 September agreement have not been released. What the Polish side has disclosed is comparative rather than absolute: Marta Postu&#322;a, vice president of BGK, said the deal was struck on better terms than the previous two loan guarantees, because the American government awarded a grant to subsidise part of the financing cost. A grant inside a loan, in other words, but still a loan.<\/p>\r\n\r\n\r\n<div style=\"max-width:550px;margin:0 auto 28px\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?id=2097616152138486188&theme=light\" style=\"width:100%;height:520px;border:none;overflow:hidden\" allowfullscreen><\/iframe><\/div>\r\n<p>The political framing on both sides was warm and unusually explicit. The State Department called Poland one of NATO&rsquo;s &ldquo;most capable and committed allies&rdquo;. DiNanno went further, repeating a line first used by US defence secretary Pete Hegseth: Poland, he said, is a model ally. Magdalena Sobkowiak, Poland&rsquo;s state secretary for defence, used the occasion to needle critics who had predicted a rupture in transatlantic trade, noting drily that the severing of commercial relations with the United States did not appear to be going terribly well.<\/p>\r\n\r\n<p>None of this tells you what the money buys. It came from a different day, and then from an inference.<\/p>\r\n\r\n<p>On 12 June 2026, at the ceremony inducting Poland&rsquo;s first F-35As into service at the 32nd Tactical Air Base at &#321;ask, W&#322;adys&#322;aw Kosiniak-Kamysz revealed that the classified Armed Forces Development Programme, signed in December, contains funding plans for two further F-35 squadrons on top of the 32 already ordered. A Polish squadron is 16 aircraft. Two squadrons is therefore 32, which would double the order to 64. The minister did not say when those jets might go on contract, or when they might be delivered.<\/p>\r\n\r\n<p>That is the official part. The link to this particular loan is journalistic. Breaking Defense, reporting from the MSPO defence exhibition in Kielce on the day of the signing, noted that although Warsaw had not disclosed how the $4 billion would be spent, it could go towards 32 additional F-35s in support of an air-superiority requirement. Poland has not published such a requirement with a number attached to it, and we could not verify one independently. Asked at Kielce whether a second Polish order was imminent, Lockheed Martin&rsquo;s chief executive for Europe gave the answer of a man who would very much like the order and does not yet have it.<\/p>\r\n\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #d32f2f;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7\"><em>&ldquo;There is no decision being made so far [regarding a potential second deal with Poland]. We&rsquo;re in discussions with the Polish customer to better understand the specific requirements.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Dennis G&ouml;ge<\/strong> &mdash; Chief Executive Europe, Lockheed Martin, speaking at MSPO 2026 on 9 September<\/div><\/div>\r\n<p>Nor is the competition closed. Boeing has been running a campaign with the <a href=\"https:\/\/migflug.com\/aircraft\/f-15-eagle\/\">F-15<\/a> for months, and there has been a <a href=\"https:\/\/migflug.com\/aircraft\/eurofighter-typhoon\/\">Eurofighter Typhoon<\/a> pitch alongside it. In late August, Warsaw publicly denied reports that it had approached Boeing about the F-15EX. A ministry that spends its time denying one American fighter is not a ministry that has quietly signed for another.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">Eight Jets at &#321;ask, and a Longer Ledger<\/h2>\r\n\r\n<p>The programme the loan is supposedly topping up is itself only a quarter delivered. Poland signed for 32 F-35As at D&#281;blin on 31 January 2020, a $4.6 billion package including training and logistics, with the aircraft themselves costed at roughly $87.3 million each. The type carries the Polish name Husarz, after the winged hussars, the heavy cavalry that made Polish armies feared across seventeenth-century Europe.<\/p>\r\n\r\n\r\n<figure class=\"wp-block-image size-large\" style=\"margin:0 0 24px;width:100%\"><img decoding=\"async\" class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" width=\"1024\" src=\"https:\/\/migflug.com\/afterburner\/wp-content\/uploads\/sites\/4\/2026\/09\/poland-f-35-2020-contract-signing-deblin.jpg\" alt=\"An F-35 on display in Poland during the January 2020 acquisition deal signing ceremony\" style=\"width:100%;height:auto;max-width:100%;display:block\"><figcaption style=\"font-size:13px;color:#777;text-align:center;margin-top:6px;font-style:italic\">An F-35 displayed in Poland during the acquisition signing ceremony of 31 January 2020, the contract that started the Husarz programme. Five more, serials 3512 to 3516, arrived on 28 August. That is eight jets physically in Poland. Polish officials expect 14 to be inducted by the end of this year, another 12 during 2027, and the full 32 by about 2029. A second operating base at &#346;widwin is being rebuilt for them, and getting &#321;ask ready alone consumed more than a dozen construction projects and close to $700 million.<\/p>\r\n\r\n<p>The delivered-versus-ordered arithmetic deserves a caveat, because published counts differ depending on what is being counted. A separate group of Polish Husarz airframes has been based at Ebbing Air National Guard Base in Arkansas since December 2024, training 24 Polish pilots and 90 maintainers, and the defence ministry has said those aircraft stay in the United States until the third quarter of 2027. Whether the American-based training jets are included in the running total is not consistently stated by the sources. Eight airframes on Polish soil is the figure we are confident in.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">The Ledger Is Long, and Mostly American<\/h2>\r\n\r\n<p>The Apache contract the minister named is the largest single item still waiting to be filled. Poland signed in 2024 for 96 AH-64E attack helicopters, a package worth about $10 billion including a logistics and training tail, munitions and spares. When they arrive, Poland will be the second-largest Apache operator on earth, behind only the United States Army.<\/p>\r\n\r\n<p>Around that sit 48 <a href=\"https:\/\/migflug.com\/aircraft\/f-16-fighting-falcon\/\">F-16<\/a> Block 52+ fighters now being upgraded, 48 FA-50 light combat aircraft from Korea Aerospace Industries under a 2022 deal worth up to $3 billion, of which the first dozen arrived in 2023, plus Abrams tanks, Patriot batteries and HIMARS. Between 2021 and 2025 Poland was NATO&rsquo;s largest arms importer, with roughly 44 per cent of those purchases coming from the United States. The 2026 budget puts defence spending at about 4.8 per cent of GDP, some 200 billion z&#322;oty, the highest share in the alliance.<\/p>\r\n\r\n<p>A country buying at that tempo has two options for paying: tax revenue, or borrowing. Poland has chosen borrowing, on both sides of the Atlantic at once.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">The European Question<\/h2>\r\n\r\n<p>Here is the part that should interest anyone who cares about European strategic autonomy, and it is not a simple story with a villain in it.<\/p>\r\n\r\n<p>The largest fifth-generation fighter buildout in Europe is being assembled on American credit, from an American production line, with American sustainment. At the same time, Poland has signed up to the European Union&rsquo;s SAFE instrument, which is lending it &euro;43.7 billion for defence on the condition that most of the money is spent inside Europe. President Karol Nawrocki and the right-wing opposition argue that the European conditionality damages relations with Washington and Seoul, Poland&rsquo;s two principal suppliers. Kosiniak-Kamysz&rsquo;s answer on the day of the signing was that SAFE and FMF complement rather than compete. He is, on the evidence, right about the cash flow and evasive about the strategy.<\/p>\r\n\r\n<p>The sovereigntist case has weakened badly this year through no fault of Warsaw&rsquo;s. The Franco-German-Spanish FCAS programme collapsed in June 2026 after nine years of unresolved argument between Dassault and Airbus over workshare and intellectual property. GCAP, the British-Italian-Japanese alternative, is contracted and moving, with an in-service target of 2035. Neither of those was ever going to put a stealth fighter over the Vistula this decade. The <a href=\"https:\/\/migflug.com\/aircraft\/rafale\/\">Rafale<\/a> and the <a href=\"https:\/\/migflug.com\/aircraft\/saab-gripen\/\">Gripen<\/a> are excellent aeroplanes available now, and neither is a low-observable type. Poland wanted fifth generation, quickly, from a supplier with an industrial base deep enough to sustain it. In 2020 that was a list with one name on it.<\/p>\r\n\r\n<p>Geography does the rest of the arguing. Kaliningrad sits on Poland&rsquo;s northern border and Belarus on its eastern one. A country in that position discounts the future heavily. A European aircraft that flies in 2035 is not a substitute for an American aircraft that is taxiing at &#321;ask today, and no amount of industrial-policy argument changes the arithmetic of a threat that is present tense.<\/p>\r\n\r\n<p>The counter-argument is still worth stating fairly. Every dollar borrowed to buy American is a dollar that does not build a European supply chain, and it creates a repayment obligation denominated in a currency and a political relationship Warsaw does not control. Poland has felt the edge of that already this year: the sudden cancellation in May of a rotational deployment of almost 4,000 American troops, followed by a promise of 5,000 more that has not yet been detailed. Credit is cheap until the guarantor changes his mind about the guarantee.<\/p>\r\n\r\n\r\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/O8ftKAD2gOw\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0\" allowfullscreen><\/iframe><\/div>\r\n<p>The August delivery flight, staging through Lajes in the Azores on its way to &#321;ask. Five Husarz, one ocean, and a long way from the factory that will sustain them.<\/p>\r\n\r\n<p>So: a $4 billion loan guarantee is signed and real. Thirty-two more F-35s are an aspiration inside a classified programme document, an arithmetical inference by reporters, and an open sales campaign with at least two rivals still in it. Warsaw will decide, and when it does the decision will be announced with rather more ceremony than a museum signing. Until then, the honest sentence is the boring one: Poland has borrowed the money.
