Some just need to be good enough, affordable and available. The project collapsed after Western sanctions on China following 1989. In 1991 China and Pakistan restarted the idea as the FC-1, or Fighter China-1, and signed a formal agreement in 1995. Development cost about $500 million, split equally between the two countries.<\/p>\r\n\r\n<p>The prototype flew on 25 August 2003, and the Pakistan Air Force inducted its first JF-17s on 12 March 2007. Production runs in both countries, with final assembly for Pakistan's own jets at PAC Kamra. Block II added air-to-air refuelling, a data link, improved avionics, better electronic warfare and more load-carrying capacity. Block III is the big step: an AESA radar, a helmet-mounted display, compatibility with China's PL-15E long-range air-to-air missile, an extra hardpoint and the uprated RD-93MA engine.<\/p>\r\n\r\n<p>Under the skin, the JF-17 is a Chinese airframe with a Russian engine. The Klimov RD-93 is a variant of the RD-33 that powers the <a href=\"https:\/\/migflug.com\/aircraft\/mig-29-fulcrum\/\">MiG-29<\/a>, and China's WS-13 has been developed as a possible domestic alternative.
