It is a threat for the few minutes an aircraft spends low and slow, climbing out or coming in, within a few kilometres of the ground and inside a footprint an operator can reach on foot. That is why the departure end of a runway is the classic ambush point, and why a credible MANPADS report near an airport is treated as an emergency rather than a nuisance.<\/p>\r\n<p>Against that specific threat, the value of a decoy is obvious. A VC-25A is the most recognisable aircraft on earth. Nothing about it is subtle, and an operator waiting under the departure path does not need inside information to know which aeroplane matters. Air Force One is not an aircraft, it is a callsign: any US Air Force aircraft with the president aboard carries it. So the 747 that flew out of Ankara without him was, at that moment, not Air Force One. The C-32A was.<\/p>\r\n<h2 style=\"padding-top:22px\">The part that is really being argued about<\/h2>\r\n<p>The White House has consistently framed the operation as routine protection.<\/p>\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #d32f2f;padding:20px 22px;margin:18px 0 24px;border-radius:0 8px 8px 0;font-size:16px;line-height:1.7\"><em>&ldquo;As the President has said recently, there are many enemies of America who have their sights on him, and we use every tool at our disposal to address those threats&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>White House statement<\/strong> &mdash; Responding to reporting on the Ankara flight<\/div><\/div>\r\n\r\n<p>Decoy movements are not new, and no protective service anywhere would apologise for using one. The friction has never really been about the tactic. It has been about the press corps flying home on an aircraft they had been allowed to believe carried the president, which is a question about transparency rather than about aviation security.<\/p>\r\n\r\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/NKmm-eI3MIw\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0;border-radius:8px\" allowfullscreen><\/iframe><\/div>\r\n\r\n<p>Netflix, for its part, has moved with unusual speed: the story broke on 10 August and the film lands on 4 September, twenty-five days later. Whether it is a serious look at protective aviation or a comedy about a president in a food lift will be clear on Friday.
