In other words, this was not a soft settlement; it was the ceiling that the law allowed. Civil penalties in aviation are calculated per violation against statutory caps, and those caps were not written with a company of Boeing&rsquo;s size in mind.<\/p>\r\n\r\n<p>For a manufacturer with revenue in the tens of billions of dollars, $3.1 million is not a deterrent.
