According to the Associated Press, it is the first known overseas firefighting operation the Japan Self-Defense Forces have ever conducted.

For a country whose constitution has constrained what its military may do abroad for eight decades, sending helicopters to another nation to fight fires is a quietly significant thing. It is also, in the most practical sense, simply useful: Borneo is burning, and the places that need water most are the places ground crews cannot reach.

Quick Facts

Aircraft: Three CH-47 Chinook heavy-lift helicopters of the Japan Self-Defense Forces

Personnel: Approximately 300

Transport: JS Kunisaki, a Japan Maritime Self-Defense Force landing ship

Where: West Kalimantan, on Borneo — among the regions worst affected by the fires

Operating window: Firefighting missions planned for 12 to 19 September 2026, after flight testing

Significance: First known overseas firefighting deployment by the JSDF, according to the Associated Press

Indonesian effort: More than 50 aircraft already committed to water bombing and cloud seeding

Why the Chinook Is the Right Tool

The Chinook is not a purpose-built water bomber, and that is rather the point. It is a twin-rotor heavy lifter, which means it can carry a very large slung bucket and put it down precisely in terrain where a fixed-wing air tanker cannot operate at all — narrow valleys, forest clearings, peat land with no runway within useful range.

Peat is the specific problem in Kalimantan. Peat fires burn downward into the ground rather than across it, they smoulder for weeks, and they generate the dense smoke that turns into regional haze. Putting them out takes enormous volumes of water delivered accurately and repeatedly, which is exactly the job a heavy helicopter with a bucket does better than anything else.

JS Kunisaki, the Japan Maritime Self-Defense Force landing ship that carried the three Chinooks and roughly 300 personnel to West Kalimantan. Photo: Wikimedia Commons

What Has Not Been Announced

It is worth being straight about how much remains unconfirmed. Japan has not released details of the firefighting equipment the Chinooks are carrying. The bucket configuration, the water capacity, the expected sortie rate and the command arrangements with Indonesian forces have all yet to be confirmed publicly.

“Although the deployment represents an important increase in heavy-lift helicopter capacity, details about the Chinooks’ firefighting equipment have not been released.”
AerialFire Magazine — Aerial firefighting trade publication, 10 September 2026

The operating plan, as published, is that flight testing would be completed before missions began, with firefighting sorties scheduled between 12 and 19 September. That is a short window — a week of flying — which suggests this is a defined contribution rather than an open-ended commitment.

The Wider Air Operation

Japan’s three helicopters join a much larger effort. Indonesia has already deployed more than 50 aircraft on water-bombing and cloud-seeding missions, with thousands of military personnel and firefighters working across Sumatra and Borneo. The smoke has cut visibility, closed schools and pushed air quality into hazardous territory across parts of Indonesia and its neighbours, which is what turns a national emergency into a regional diplomatic one.

Officials have identified the shortage of accessible water sources as one of the hardest constraints on aerial crews. A helicopter is only as productive as the round trip between the nearest usable water and the fire, and in drained peat land that round trip can be long.

For Japan, the aviation story here is almost secondary to the precedent. Three Chinooks will not decide the outcome of a fire season this size.
