It is a set of problems sorted by frequency, and the Navy has split the Next Generation Jammer into three programmes accordingly: Mid-Band, which is already operational; Low Band, which is in development and is what this money buys; and a High Band increment still in the future.<\/p>\r\n\r\n<p>Low band matters more than its unglamorous name suggests. The long-wavelength radars that operate down there are the ones most often credited with being able to detect stealth aircraft, because a wavelength comparable in size to an aircraft&rsquo;s structural features behaves differently against shaping designed to defeat shorter wavelengths. They are also the early-warning and acquisition radars that tell an integrated air defence system that something is coming. The ALQ-99 dates to the 1970s, entered service on the EA-6B Prowler, and has been kept relevant by decades of upgrades on an airframe that no longer exists in US service. It is famously unreliable, it is a maintenance burden, and its pods add drag and weight to an aircraft already working hard.<\/p>\r\n\r\n<p>NAVAIR describes the replacement as bringing increased power and jamming capability at longer ranges, and as allowing rapid hardware and software updates to counter evolving threats. The second half of that is arguably the more important. Electronic warfare is a contest of updates: the value of a jammer is not what it can do on delivery day but how quickly it can be reprogrammed when somebody fields a radar it has never seen.<\/p>\r\n\r\n<p>The Mid-Band increment reached Milestone C in 2021 and the first production pods went to the fleet in July 2023, so the pattern is established. Low Band is following the same path several years behind.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">Australia is paying too<\/h2>\r\n\r\n<p>One detail in the contract announcement is easy to skip past: Royal Australian Air Force cooperative funds are part of the money obligated. Australia is the only country outside the United States to operate the Growler, and it is buying into the jammer as a partner rather than as an export customer waiting at the end of the queue.<\/p>\r\n\r\n<p>The work itself is spread across a dozen American sites, with Salt Lake City taking the largest share at 43 per cent, alongside locations in Alabama, Pennsylvania, New Jersey, Colorado, California, New York and Texas, plus work in Australia.
