Some just need to be good enough, affordable and available. The JF-17 Thunder, built jointly by Pakistan and China, has turned that formula into an export success, and this year it became Azerbaijan's new front-line jet.

It is a light, single-engine multirole fighter that started life as a cut-price answer to an ageing fleet of MiG-21-derived jets and Mirages. Today's Block III has an AESA radar, a helmet-mounted display and long-range PL-15E missiles, and it is still selling.

Quick Facts

Builders: Pakistan Aeronautical Complex (PAC) and Chengdu Aircraft Corporation

First flight: 25 August 2003

Entered service: 12 March 2007, Pakistan Air Force

Engine: Klimov RD-93 turbofan (RD-93MA on Block III)

Top speed: Mach 1.6

Gun: 23mm GSh-23-2

Operators: Pakistan, Myanmar, Nigeria, Azerbaijan

Block II unit cost: About $25 million (reported)

Born From a Cancelled Project

The JF-17's roots go back to the Super-7, a late-1980s plan to modernise China's J-7 fighter with help from the American firm Grumman. The project collapsed after Western sanctions on China following 1989. In 1991 China and Pakistan restarted the idea as the FC-1, or Fighter China-1, and signed a formal agreement in 1995. Development cost about $500 million, split equally between the two countries.

The prototype flew on 25 August 2003, and the Pakistan Air Force inducted its first JF-17s on 12 March 2007. Production runs in both countries, with final assembly for Pakistan's own jets at PAC Kamra. Pakistan has built more than 200 of them, making the JF-17 the backbone of its air force.

A Pakistan Air Force JF-17 Thunder in front of Nanga Parbat, the 8,126-metre peak in northern Pakistan. Block II added air-to-air refuelling, a data link, improved avionics, better electronic warfare and more load-carrying capacity. Block III is the big step: an AESA radar, a helmet-mounted display, compatibility with China's PL-15E long-range air-to-air missile, an extra hardpoint and the uprated RD-93MA engine.

Under the skin, the JF-17 is a Chinese airframe with a Russian engine. The Klimov RD-93 is a variant of the RD-33 that powers the MiG-29, and China's WS-13 has been developed as a possible domestic alternative. Nigeria became the first African operator in May 2021 with three Block II aircraft, which it has used against insurgents.

A Nigerian Air Force JF-17 Thunder. Baku first ordered Block III jets in 2024, and in 2025 the order was reported to have grown to up to 40 aircraft worth around $4.6 billion. Azerbaijan's Ministry of Defence showed its first JF-17s in service in July 2026.

DW News on how the JF-17 became one of Pakistan's most important exports.

Combat Claims and Controversy

Like many modern fighters, the JF-17's combat record is contested. In February 2019 Pakistan said a JF-17 shot down an Indian MiG-21 Bison, while India maintains a Pakistani F-16 was responsible. In May 2025 Pakistan claimed JF-17s destroyed an Indian S-400 radar with CM-400AKG missiles, a claim India rejected.

What is not disputed is the business case. For air forces that cannot afford an F-16 Block 70 or a Rafale, and that may not be allowed to buy them, the JF-17 offers a modern cockpit and modern missiles at a fraction of the price. At RIAT 2025 in England, a Block III in a special display scheme even won the Spirit of the Meet trophy.

Sources: Wikipedia (CAC/PAC JF-17 Thunder), The Aviationist, Defence Blog, The Defense Post, DW News, Defence Security Asia

<use href="#mfsh-i-share"/>Share this story

Frequently Asked Questions

<details open>
What is the JF-17 Thunder?

The JF-17 Thunder is a light, single-engine multirole fighter developed jointly by the Pakistan Aeronautical Complex and China's Chengdu Aircraft Corporation.
