Reaper drones, it announced, are the new hunters of drug trafficking. Defence Minister Gian Carlo Loffredo went further on video: with two of them, he said, Ecuador can cover its entire 732-kilometre border with Colombia.

The aircraft he was talking about is the MQ-9 Reaper, the 66-foot-span hunter-killer that has spent nearly two decades over Iraq, Afghanistan, Syria, Libya and Yemen. It is now heading for the jungles and coastlines of South America, in what Air & Space Forces Magazine described on 8 October as a reported surge of MQ-9s into U.S. Southern Command.

Most of the story still rests on leaks, local announcements and official silence. Here is what is solid, what is only reported, and why a drone built for counterinsurgency is becoming the centrepiece of America’s war on the cartels.

Quick Facts

Aircraft: General Atomics MQ-9 Reaper: 66 ft wingspan, 50,000 ft ceiling, about 27 hours endurance

Reported moves: An undisclosed number of Reapers shifting from U.S. Africa Command to U.S. Southern Command (first reported by CNN, 18 September 2026)

Colombia: Three MQ-9A Reapers on loan from the United States, with a fourth to be bought later (reported since August 2026)

Ecuador: Two Reapers, announced by Defence Minister Gian Carlo Loffredo on 8 October 2026 for the 732 km border with Colombia

Already in theatre: Armed MQ-9s photographed at Rafael Hernández Airport, Aguadilla, Puerto Rico, since September 2025

Official line: AFRICOM and SOUTHCOM declined to comment on aircraft movements; basing in Colombia and Ecuador has not been disclosed

Context: At least 71 lethal strikes on alleged drug boats since September 2025, some reportedly flown by MQ-9s

What has actually moved

The first public sign came on 18 September, when CNN reported, citing six sources, that the U.S. military expected to move most of its MQ-9s out of Africa and into SOUTHCOM, which covers Central and South America and the Caribbean. The Pentagon declined to comment then, and Africa Command and Southern Command still decline to discuss aircraft movements now.

Colombia’s part of the deal had been in the open for longer. In August, Colombian outlets including Infodefensa and El Heraldo reported that the country would receive three MQ-9A Reapers from the United States, initially on loan, after Defence Minister Jorge Mora visited Washington. Colombia intends to buy a fourth aircraft with its own money. Spanish-language reports describe the aircraft as armed-capable and earmarked for surveillance, counter-narcotics work and strikes on armed groups.

Ecuador followed. On 6 October the New York Times reported that Reapers drawn from Africa were going to both Colombia and Ecuador, and by 8 October Quito had made it official with Loffredo’s video. According to Infobae, citing the Times, Ecuador’s two aircraft are already flying missions. Neither government has said where the drones are based or who is at the controls.

Puerto Rico got there first

Reapers in Latin America are not new; what is new is where they sit. Since September 2025 the type has flown from Rafael Hernández Airport in Aguadilla, on Puerto Rico’s north-western tip, where Reuters photographed one on 4 September 2025 apparently armed with Hellfire missiles. By Christmas that year The Aviationist counted at least nine MQ-9s on the ramp, some carrying as many as ten AGM-114 Hellfires, the heaviest load publicly seen on the type.

An MQ-9 Reaper of the 119th Wing runs an engine test at Gulfport, Mississippi, during Exercise Southern Strike 19 in January 2019, the first time a remotely piloted aircraft took part. Air & Space Forces Magazine now counts at least 71 lethal strikes on alleged drug boats, with at least 215 dead and 17 more missing, some of them reportedly flown by MQ-9s. Other tallies, including the Associated Press, run higher.

Puerto Rico has one weakness: distance. Air & Space Forces Magazine puts Colombia about 1,080 miles from the island and Ecuador about 1,670. Every hour spent in transit is an hour not spent watching. Putting Reapers on Colombian and Ecuadorian soil turns transit time into orbit time.

Why SOUTHCOM wants them now

The Reaper fleet is smaller and more precious than at any time since it entered service. The Air Force listed 182 MQ-9s in inventory on 30 September 2025, and at least 45 have since been lost in operations against Iran, roughly a quarter of the fleet. Africa Command is giving up aircraft it has relied on for years, at the same moment the U.S. is pulling combat troops out of Nigeria.

Southern Command has spent 2026 building the machinery to use them. Marine Corps Gen. Francis L. Donovan took command in February and set up an Autonomous Warfare Command in April. A U.S.-led Americas Counter Cartel Coalition, launched in March, has grown to 19 nations, Colombia the latest. In August the command stood up Joint Task Force-Western Hemisphere, the successor to Operation Southern Spear.

“U.S. Southern Command is focusing on integrating autonomous warfare systems to enhance domain awareness across maritime, air, and border areas. These unmanned systems allow our partners to monitor their territory better and facilitate informed interdiction decisions. Improved data flows and situational awareness benefit everyone.”
Steven McCloud — U.S. Southern Command spokesperson, to Air & Space Forces Magazine, October 2026

Donovan himself told the Senate in March that the boat strikes are not the answer, and that the command wants a campaign putting what he called total systemic friction across the cartel networks. That means finding the labs, airstrips, illegal mines and river routes on land, which is exactly the patient, unglamorous watching a Reaper was built for.

What a Reaper actually brings

The numbers explain the appeal. A Reaper can loiter for around 27 hours at altitudes up to 50,000 feet, with a range of 1,000 to 1,400 nautical miles. Its sensor turret pairs daylight and infrared cameras with a laser designator, and the aircraft can carry AGM-114 Hellfire missiles and GBU-12 laser-guided bombs. Air & Space Forces Magazine puts each airframe at 30 to 50 million dollars before sensors and weapons.

“The advantage of the Reaper being there is it gives you this incredible distance that you can cover now and put ISR on. Now you just have something that you can cue and go and get better vigilance on or discover new stuff that you couldn’t because of the sensor capabilities they have.”
Lt. Gen. Mark “Chris” Nowland (ret.) — former commander, Air Forces Southern, to Air & Space Forces Magazine

Analysts quoted by the magazine see the payoff in “patterns of life”: days of uninterrupted watching that show where a trafficking network sleeps, refuels and moves product. Henry Ziemer of CSIS describes long-endurance drones as tremendously useful for patrolling large swaths of jungle and long maritime borders. Under thick canopy, though, the big drone needs help, which is why SOUTHCOM also approved a sale of more than 6 million dollars’ worth of small K1000 drones to Panama in September.

A Kraus Hamdani K1000, the 45-pound, 16-foot-span ultra-long-endurance drone SOUTHCOM is selling to Panama, seen here with the U.S. Army in the Philippines in 2025. U.S. Army photo by Sgt. Brandon Roland

The risks nobody is advertising

Reapers are big, slow and loud by fighter standards, and Iran has just shown how quickly a capable defender can cut a fleet down. Cartels and guerrilla groups are not Iran, but a drone parked at a partner-nation airfield is a target on the ground. Nowland put it bluntly: if these U.S. assets are effective, they could become targets, and SOUTHCOM has to work out how to protect them wherever it puts them.

The data problem is just as real. Wilder Alejandro Sanchez of Second Floor Strategies points out that a Reaper’s picture is worthless if it takes hours to reach the squad that has to act on it, and that many partner forces lack the communications to close that gap. The policy questions are older still: a Drug Enforcement Administration assessment reported by the Washington Post in July found the boat strikes had not stemmed cocaine flows.

“I don’t think it—using military forces to counter the flow of narcotics—works particularly well, and we have decades of experience at that. Even if we intensify it, I think we’ll get the same result at a higher price.”
Ben Friedman — policy director, Defense Priorities, to Air & Space Forces Magazine

Friedman also worries about what happens to loaned or sold drones after a change of government. Colombia and Ecuador are friendly to Washington today. A Reaper lasts a lot longer than an electoral cycle.

Spanish-language report from NTN24 on the MQ-9 Reaper deployment to Colombia and the wider region.

For nearly twenty years the Reaper was the signature weapon of America’s wars in the Middle East and Africa. With more Reapers in Latin America than ever before, its next chapter is being written over the Andes and the Pacific coast. The cartels have been warned; the question is whether anyone has done the arithmetic on what happens next.

Sources: Air & Space Forces Magazine (Todd South, 8 October 2026; Chris Gordon, 11 September 2025); CNN, 18 September 2026, via Task & Purpose (19 September 2026), Militarnyi and DefenseHub (21 September 2026); The New York Times via Infobae, Cambio and ColombiaOne (6-7 October 2026); Teleamazonas and Infobae (8-9 October 2026); Infodefensa and El Heraldo (18 August 2026); The Aviationist (29 December 2025); WSVN 7News (29 December 2025); General Atomics MQ-9 Reaper, Wikipedia.

<use href="#mfsh-i-share"/>Share this story

Frequently Asked Questions

<details open>
Why is the US sending MQ-9 Reapers to Latin America?

The MQ-9 Reapers are being moved to support U.S. Southern Command’s expanding campaign against drug cartels.
