It takes in radar tracks, weapons data and datalink traffic and turns them into what the pilot sees. On the Block 40/42 and 50/52 jets, that box comes from an architecture roughly a quarter of a century old, and the Air Force has decided it is time for a brain transplant.

Today and tomorrow, 20 and 21 October 2026, the Air Force Life Cycle Management Center (AFLCMC) is hosting an Industry Day at Wright-Patterson Air Force Base, Ohio, for what it calls the F-16 Next-Generation Mission Compute programme, or NGMC. The aim is to replace the jet’s Modular Mission Computer with an open, modular system that can digest the data modern air combat produces, Air & Space Forces Magazine reported on 19 October.

It is an unglamorous upgrade with big consequences. The mission computer decides how much of the future the F-16 can actually run.

Quick Facts

Programme: F-16 Next-Generation Mission Compute (NGMC)

Run by: AFLCMC F-16 Program Office

Aircraft: USAF F-16 Block 40/42 and 50/52, not Block 30/32; Foreign Military Sales partners also in scope

Replaces: The Post-Block Modular Mission Computer (MMC)

Sources-sought notice: Posted 29 May 2026, responses due 29 June 2026

Industry Day: 20–21 October 2026, Wright-Patterson AFB, Ohio

Budget, quantity, timeline: Not disclosed

A Drop-In Box With an Open Mind

The programme surfaced on SAM.gov on 29 May, when the F-16 Program Office posted a sources-sought notice (FA8615-26-RFI-F16UPGRADE) asking which companies could design, build and integrate a new mission computer for USAF Block 40/42/50/52 jets. The notice says the NGMC is meant to replace the Post-Block Modular Mission Computer for both the US Air Force and Foreign Military Sales partners.

The physical brief is strict. The new unit must be a form, fit and function replacement, using the same space and the existing aircraft wiring where possible, and it must rehost and run the legacy MMC Operational Flight Program, the F-16’s core mission software. Inside, the notice describes “a strategic pivot” from a monolithic avionics architecture to a software-defined one, built on the Modular Open Systems Approach and SOSA-compliant hardware.

One stated aim is to break vendor lock on hardware upgrades, and the Air Force says it prefers commercial off-the-shelf modules over custom cards. Safety-critical, real-time functions are to run on physically separate computing resources from the mission software, with an isolating gateway in between. The 309th Software Engineering Group remains the main software provider for USAF jets, while the export software is currently developed by Lockheed Martin.

“The team is especially interested in mature, open-system, modular solutions that can integrate efficiently into the existing aircraft while providing substantial growth capacity at speed.”
AFLCMC spokesperson — in an email to Air & Space Forces Magazine, October 2026

Responses were due on 29 June. On 18 September the office followed up with the Industry Day notice, capped at 80 attendees and two per company. All 24 one-on-one slots with the programme manager, contracting officers and technical leads were booked by 24 September, and on 14 October the Air Force attached a draft System Requirements Document, released only to contractors certified under the Joint Certification Program.

What the notices leave out is just as telling. There is no budget, no contract value, no number of aircraft and no date for a request for proposals. The Air Force says it may use either a conventional FAR-based contract or an Other Transaction agreement.

The Computer That CCIP Built

The box being replaced has a long pedigree. The F-16’s Modular Mission Computer came out of the multinational F-16 Mid-Life Update of the 1990s; the USAF withdrew from that programme in 1992 but still bought the computer for its Block 50/52 jets. It then became a centrepiece of the Common Configuration Implementation Program (CCIP), a roughly $2 billion effort to give every USAF Block 40/42/50/52 jet a common Block 50/52-based avionics and software standard.

The Ogden Air Logistics Center at Hill AFB, Utah, fitted the first Modular Mission Computers to Block 50/52 jets from September 2001, together with colour multifunction displays, and marked the end of CCIP work in 2010 after extending it to the Block 40/42 fleet. According to Air & Space Forces Magazine, the Raytheon-built MMC worked as a single processing hub that replaced the separate subsystems of the legacy jets, and it went through three hardware generations, from 32-bit chips with 4 MB of memory to 64-bit chips with 10 MB.

F-16C Block 40 jets of the South Dakota Air National Guard’s 114th Fighter Wing at Joe Foss Field in 2011. Block 40/42 and 50/52 F-16s like these are the ones in scope for the new mission computer; Block 30/32 jets are not. Photo: US Air Force / Public domain

Those are numbers from another era of computing. Retired Maj. Heather Penney, a former F-16 pilot who is now director of studies and research at the Mitchell Institute for Aerospace Studies, likened the jet’s current processing power to running a modern GPU graphics project on a 1990s-era Pentium, while conceding the analogy is not exact.

Two Tiers of Vipers

For Penney, the mission computer is the bottleneck that decides everything else. A pilot taking today’s F-16 into combat, she told the magazine, lacks the speed, memory and processing power to tap the battle networks that fifth-generation fighters such as the F-22 Raptor and F-35 Lightning II already use. The new computer, she said, will have a graphics processing unit at its core, and its open design will let teams add software and swap components far more quickly.

The sources-sought notice points the same way. It asks bidders how their chassis could grow with extra general-purpose processing, storage, GPU and AI/ML resources “for many years to come”, and ties the programme to the Pentagon’s Combined Joint All-Domain Command and Control (CJADC2) concept.

The arithmetic explains the urgency. The Air Force has 120 F-15EX Eagle IIs under contract and about 267 planned, but it flies more than 600 post-block F-16s, according to Air & Space Forces Magazine. Those F-16s are between 21 and 38 years old.

“If the F-16 fleet doesn’t receive this new mission computer, you’re essentially creating two tiers of your force, you’ve got the A team and the B team.”
Retired Maj. Heather Penney — Mitchell Institute for Aerospace Studies, former F-16 pilot, to Air & Space Forces Magazine

One Box Among Many Upgrades

NGMC lands on an already crowded upgrade plan. In 2022 AFLCMC set up the Post Block Integration Team (PoBIT) to manage up to 22 modifications on 608 Block 40 and 50 jets, worth about $6.3 billion, including AESA radar, Link 16, next-generation electronic warfare, a high-speed data network and cockpit and main mission computer modernisation. The goal is to keep the jets flying into the 2040s.

The airframes are being prepared too. Under the Service Life Extension Program, structural modifications take Block 40-52 jets from their original 8,000-hour design life to 12,000 equivalent flight hours, which Lockheed Martin said in 2017 could keep them in service through 2048 and beyond.

A newer F-16 is in the picture as well. Air & Space Forces Magazine notes the Air Force may buy new-build F-16s based on Block 70/72 technology to add fighter capacity alongside the F-22, the F-35 and eventually the sixth-generation F-47, an idea Afterburner covered in September as the proposed F-16G.

Lockheed Martin’s 2021 film from Greenville, South Carolina, home of the F-16 Block 70 production line and an F-16 depot for the US Air Force.

For now, nothing has been bought. This week’s sessions in Dayton are market research, and the contract, the price and the schedule are all still blank.

But the direction is set. If the Air Force gets its way, the fighter that makes up the bulk of its force will spend its final decades on an open computer, where new capability arrives as software rather than as another sealed box.

Sources: Air & Space Forces Magazine, SAM.gov (notices FA8615-26-RFI-F16UPGRADE and FA8615-26-INDUSTRYDAY-F16NGMC), AFLCMC, The Defence Blog, Aviation A2Z, Standard-Examiner, Military & Aerospace Electronics, Wikipedia (General Dynamics F-16 Fighting Falcon variants)

<use href="#mfsh-i-share"/>Share this story

Frequently Asked Questions

<details open>
What is the F-16 Next-Generation Mission Compute programme?

F-16 Next-Generation Mission Compute (NGMC) is a US Air Force Life Cycle Management Center effort to replace the Post-Block Modular Mission Computer in Block 40/42 and 50/52 F-16s.
