small air arm built with Belgian help<\/h3>\n<p>Rwanda became independent in 1962, and Wikipedia, citing Flight International&rsquo;s World Air Forces survey of 1983, says its air arm was set up after independence with Belgian help. The first equipment listed is modest: three ex-French Air Force CM.170 Magister jet trainers and a Britten-Norman Islander, used for counter-insurgency. Later deliveries named in the same sources were Gazelle and Alouette III helicopters (seven Alouettes by 1972, according to the English article on the Rwanda Defence Force), Nord Noratlas transports, SOCATA Guerrier light attack aircraft, a C-47 and AS350 &#201;cureuils. Quantities and service dates for most of these types were not found in a primary source, and the Magister and Noratlas articles on Wikipedia do not list Rwanda as an operator, so this early fleet is given here as reported, not as a verified inventory. Its home was Kanombe, east of Kigali, where historian Bernardin Muzungu dates the first aircraft landing to 1934.<\/p>\n<h3 class=\"sh\">1990&ndash;1994: civil war, French Gazelles and the loss of the fleet<\/h3>\n<p>The Rwandan Patriotic Front (RPF) invaded from Uganda in October 1990, and the government of President Juv&#233;nal Habyarimana asked France and Zaire for help; France&rsquo;s Operation Noro&#238;t brought 600 soldiers the next day, and the Rwandan army fought with armoured cars and helicopters supplied by France. According to the Wikipedia article on the Gazelle, nine armed Gazelles were exported to Rwanda in 1992 and flew strafing and reconnaissance missions; the same article reports that in October 1992 a single Gazelle destroyed a column of ten RPF vehicles, and quotes the author Andrew Wallis that the gunships stopped significant RPF advances and pushed the RPF towards guerrilla tactics. Those are claims from one side&rsquo;s campaign as relayed by secondary sources; they were not independently confirmed. What all the sources agree on is the end state: once the fighting began, most of the air arm&rsquo;s aircraft were shot down, destroyed on the ground or crashed, and few survived.<\/p>\n<h3 class=\"sh\">6 April 1994: the shoot-down at Kanombe and the genocide<\/h3>\n<p>On the evening of 6 April 1994 the Dassault Falcon 50 carrying President Habyarimana and Burundi&rsquo;s President Cyprien Ntaryamira was shot down on final approach to Kigali airport and fell into the grounds of the presidential residence at Kanombe; all 12 on board, including the three French crew, were killed. The United Nations&rsquo; outreach programme describes a plane crash &quot;caused by a rocket attack&quot; that set off the genocide against the Tutsi, in which it estimates more than one million people were killed in about 100 days. Who fired the missiles is disputed. A French judge, Jean-Louis Brugui&#232;re, concluded in 2006 that the RPF leadership ordered the attack; a Rwandan inquiry, the Mutsinzi report of January 2010, and a French ballistic report of January 2012 pointed to Hutu extremists firing from the area of the Kanombe military camp. No one has been tried. The RPF took Kigali on 4 July 1994 and the war ended on 18 July.<\/p>\n<h3 class=\"sh\">1994&ndash;2012: rebuilding as the air arm of the RDF<\/h3>\n<p>The new government&rsquo;s army, the Rwandan Patriotic Army, was rebuilt and reorganised as the Rwanda Defence Force, and GlobalSecurity describes the present air force as a young organisation that has been growing its capabilities since 1996. Its first years overlapped with Rwanda&rsquo;s wars in Zaire and then the Democratic Republic of the Congo. The best-known air episode of that period was not flown by the air force at all: in August 1998, according to Wikipedia&rsquo;s account of the Second Congo War, Rwandan soldiers under James Kabarebe seized three aircraft and flew them to the Congolese base at Kitona on the Atlantic coast. Rwanda signed the Pretoria Accord on 30 July 2002 and announced the end of its withdrawal on 5 October 2002, when MONUC confirmed that more than 20,000 Rwandan soldiers had left. By then the air arm was being rebuilt around Soviet-designed helicopters: Mi-17 transports and Mi-24 gunships, whose acquisition dates were not found in a primary source.<\/p>\n<h3 class=\"sh\">2012&ndash;2026: helicopters for peacekeeping, Mozambique and the DRC border<\/h3>\n<p>Flight International&rsquo;s count for 2017, as cited by Wikipedia, was twelve Mi-8\/17s, five Mi-24s and four Gazelles; its 2024 survey gives the gunships as five Mi-35s. The RDF itself lists the air force&rsquo;s tasks as air defence, humanitarian work, search and rescue and firefighting, organised into an Air Defence Group and an Air Support Group, a Protection Force Brigade and an Air Force School. Peacekeeping is where the helicopters are best known: in December 2012 Rwanda sent an aviation unit of three helicopters to the UN Mission in South Sudan, later six. Rwanda also deployed troops to the Central African Republic in 2014 and, from July 2021, a joint force to Cabo Delgado in Mozambique that helped retake Mocimboa da Praia on 8 August 2021. Whether Rwandan aircraft fly in Mozambique or the CAR was not confirmed in an official source. Oryx lists Rwanda as a Bayraktar TB2 operator from 2022; the government has not published this.<\/p>\n<h3 class=\"sh\">What the record shows, and what it does not<\/h3>\n<p>The service&rsquo;s most sensitive recent role is on the Congolese border. In November 2022 Rwanda protested that a Congolese Su-25 had violated its airspace; on 24 January 2023, after Rwanda again said its airspace had been violated, a Su-25 was damaged by ground fire from Rwanda (as summarised by Wikipedia, citing the Flemish broadcaster VRT, which reported that Rwanda fired to &quot;defend airspace&quot;). UN Groups of Experts on the DRC have reported thousands of RDF troops alongside the M23 armed group, 3,000&ndash;4,000 in their 2024 estimate; Rwanda denies direct involvement and has long raised the presence of the FDLR armed group in eastern DRC. The DRC and Rwanda signed a peace agreement in Washington on 27 June 2025. What is missing from the public record is as telling as what is in it: no official fleet list, no published budget for the air force, and no official history.
