class=\"kicker\">The story<\/div>\n<h2>Kadena Air Base: what it was built for and what flies there now<\/h2>\n<div class=\"cols\">\n<div>\n<p>Kadena on Okinawa is the largest and busiest American air base in the Pacific. It was built by the Japanese, taken by American forces in April 1945 during the invasion of Okinawa and rebuilt as a heavy bomber field within weeks; B-29s flew the last missions of the war from it. Through the Cold War it was the hinge of American air power in East Asia &mdash; SAC reconnaissance, F-105s and F-4s bound for Vietnam, SR-71 Blackbirds of Detachment 1 from 1968 to 1990, and from 1979 the F-15 Eagles of the 18th Wing.<\/p>\n<p>Its recent history is a case study in how the Air Force is thinning out fixed forward basing. In 2022 the Air Force began retiring Kadena&rsquo;s two permanently assigned F-15C\/D squadrons and replaced them with a rotating series of deployed fighter squadrons, a decision heavily criticised in Japan as a weakening of deterrence. The last active-duty F-15C sortie in the Air Force was flown here on 24 January 2025. In 2024 the service announced that F-15EX Eagle II aircraft would be permanently stationed at Kadena, though at 36 rather than the 48 that left, and delivery has since slipped to 2027; in the meantime the island&rsquo;s fighter cover is flown by rotating squadrons from the United States and Alaska. Okinawa earned the nickname Keystone of the Pacific because it sits roughly equidistant from the region&rsquo;s capitals, and the base inherited it. Almost every American air operation in the western Pacific &mdash; deterrence patrols, tanker bridges, rescue alert, disaster relief &mdash; touches this one airfield at some point.<\/p>\n<p><span class=\"kff\">Kadena lies about 900 miles from Tokyo, Manila, Seoul and Hong Kong, and roughly 1,200 miles west of Guam.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">02<\/div>\n<h3>Twin 12,100 ft runways<\/h3>\n<p>The airfield is built around two staggered parallel runways, 05L\/23R and 05R\/23L, each 12,100 ft long &mdash; about 3,688 m. That pairing is what lets Kadena absorb fighters, tankers, airlifters, maritime patrol aircraft and allied traffic simultaneously, and keep flying when one runway is closed for repair. Air &amp; Space Forces Magazine has described it as the sixth busiest airfield in the US Air Force.<\/p>\n<p><span class=\"kff\">The two runways are separated by 1,352 ft of centreline spacing; 05L\/23R is 300 ft wide, 05R\/23L is 200 ft wide.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">03<\/div>\n<h3>The 18th Wing<\/h3>\n<p>The host unit is the 18th Wing, which Fifth Air Force has described as the largest combat wing in the Air Force. It is also unusual in Air Force terms for having never been stationed in the continental United States. Five groups, roughly 8,200 people and around 80 aircraft sit under it, alongside associate units from five other Air Force major commands and all three other services.<\/p>\n<p><span class=\"kff\">The 18th Wing manages about six billion dollars in resources, including an aircraft fleet valued at roughly four billion.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">04<\/div>\n<h3>Habu country: SR-71 operations<\/h3>\n<p>Kadena was the operational home of the SR-71 Blackbird in Asia for more than two decades. Okinawans named the aircraft after the habu, the venomous pit viper native to the island, and the nickname stuck to the jets and their crews alike. Between 1968 and 1972 the detachment went from roughly one mission a week to close to a daily reconnaissance sortie over Indochina.<\/p>\n<p><span class=\"kff\">SR-71s first arrived at Kadena on 8 March 1968; the first operational sortie flew from the base on 21 March 1968.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">05<\/div>\n<h3>The end of the permanent F-15C<\/h3>\n<p>For more than forty years Kadena meant two resident squadrons of F-15C Eagles. From late 2022 the Air Force began withdrawing them, covering the gap with fighter squadrons rotating in from the United States and Alaska. Residents have litigated over aircraft noise since the early 1980s, and Japanese courts have repeatedly found the noise unlawful while refusing to restrict flights. The island hosts roughly seventy per cent of the US military facilities in Japan on a fraction of its land area, and Kadena is the largest single piece of that.<\/p>\n<p><span class=\"kff\">In February 2017 a court ordered about 30.2 billion yen in damages to 22,048 plaintiffs in the third Kadena noise suit.<\/span><\/div>\n<\/div>\n<\/div>\n<\/section>\n<hr class=\"divider\">\n<section id=\"deep\">\n<div class=\"wrap\">\n<div class=\"kicker\">Go deeper<\/div>\n<h2>The long version<\/h2>\n<div class=\"deep\">\n<details class=\"ddet\">\n<summary><span class=\"dn\">01<\/span><span>Kadena Air Base is the largest American airfield in the Pacific<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>The base occupies roughly 4,900 acres on the narrow waist of Okinawa, with a separate 6,300-acre munitions storage area inland. Its defining feature is the pair of staggered parallel runways, 05L\/23R and 05R\/23L, each 12,100 ft long &mdash; about 3,688 m &mdash; set 1,352 ft apart at the centrelines; the instrument runway is 300 ft wide, its twin 200 ft. A lettered taxiway grid feeds hardened shelters, nose docks, special-operations hardstands and an upper fighter ramp whose flow-through stands run one to fifty.<\/p>\n<p>The scale is the point. Kadena holds two fighter squadrons&rsquo; worth of jets, a tanker squadron, an airborne early warning squadron, rescue helicopters, special operations aircraft, US Navy maritime patrol aircraft, transiting allied traffic and, periodically, carrier air wing jets ashore. Air &amp; Space Forces Magazine has called it the sixth busiest airfield in the Air Force, and its controllers describe working every American service plus Japanese, Australian and NATO movements in one pattern. An airfield manager put it more plainly than any fact sheet: Kadena, she said, is a beast.<\/p>\n<p>The weather shapes everything. Okinawa sits in what aircrew call typhoon alley, and the base runs on the Tropical Cyclone Conditions of Readiness system, holding at TCCOR 4 through the season and ratcheting up as a storm closes. Civil engineers work an A-to-Z checklist for each condition: stripping signage that could become shrapnel, moving vehicles indoors, sandbagging doors, pushing aircraft into hardened shelters. What cannot be sheltered is flown out &mdash; when Super Typhoon Maria threatened, eighteen F-15s and eight F-22s went to Yokota, and planning has covered evacuating a hundred aircraft.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">02<\/span><span>Yara Hikojo became an American airfield eight days after the invasion<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>Kadena was not built by the Americans. The Imperial Japanese Army completed an airstrip there &mdash; recorded in the base&rsquo;s own history as Naka Hikojo, or Yara Hikojo &mdash; shortly before the American landings. On 1 April 1945 the US Tenth Army came ashore on the Hijashi beaches, the stretch of coast now known as Sunabe, in Operation Iceberg, and the airfield fell within hours. What the troops found was a deserted, badly damaged 1,500 m runway surfaced in crushed coral.<\/p>\n<p>Army engineers began emergency repairs the same day and had the strip usable by nightfall. Eight inches of fresh coral later, it was fully operational eight days after capture. A second runway followed by August 1945, establishing the twin-runway layout that survives, vastly enlarged, today.<\/p>\n<p>Kadena became a headquarters almost immediately. Lieutenant General James Doolittle set up the Eighth Air Force command post there on 19 July 1945, staging for an invasion of Japan that never came, and on 7 September the surrender of Japanese forces in the Ryukyus was signed on the base; a peace garden marks the spot. Five years later it went back to war. The 19th Bombardment Group moved up from Guam on 27 June 1950, two days after North Korea crossed the 38th parallel, and B-29s flew Korean War missions from Okinawa until the last bombers left in October 1954. The 18th Fighter-Bomber Wing arrived from Korea on 1 November 1954 and has been there ever since.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">03<\/span><span>Arc Light bombers and the Habu made Kadena a Cold War flashpoint<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>Operation Arc Light, the B-52 campaign over Southeast Asia, ran from June 1965 to August 1973 and flew more than 126,000 sorties. Kadena entered it in February 1968, when the counter-offensive after Tet drove the monthly rate to around 1,800 and Andersen and U-Tapao could no longer carry the load alone. Staging heavy bombers from an island still under American administration was politically explosive: a June 1968 memorandum from Under Secretary of the Army David E. McGiffert cited an April poll finding 86 per cent of residents apprehensive about the B-52s at Kadena. Bomber operations there ended in September 1970, when U-Tapao became the sole Arc Light base.<\/p>\n<p>The other Cold War tenant was stranger and quieter. SR-71 Blackbirds first arrived on 8 March 1968, and on 21 March Major Jerome F. O&rsquo;Malley and Major Edward D. Payne flew the first operational SR-71 sortie from the base. Okinawans watching the long black shape in the circuit compared it to the habu, the island&rsquo;s venomous pit viper, and the name transferred to the aircraft and its crews alike. Between 1968 and 1972 the detachment went from roughly a weekly mission to nearly a daily flight over hostile territory in Indochina, and Kadena stayed the Blackbird&rsquo;s forward base in Asia until the type retired on 26 January 1990.<\/p>\n<p>The nuclear dimension sat underneath all of this, hidden at the time. Okinawa under American administration hosted nuclear-capable systems, and the most serious documented accident happened at Naha Air Base &mdash; not Kadena &mdash; on 19 June 1959, when a Nike Hercules missile carrying a nuclear warhead was accidentally fired during maintenance, killing two soldiers. It stayed secret for decades, described in detail only in 2017 by a former US Army missile maintainer, Robert Roepke.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">04<\/span><span>The F-15C era ended in 2025 and the F-15EX has not yet replaced it<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>F-15 Eagles arrived at Kadena in 1979 and defined the base for more than four decades. By the early 2020s the airframes had outlived their intended service lives, and in late 2022 the Air Force began withdrawing the permanent squadrons rather than pay to sustain them. A farewell ceremony followed in April 2023, and the last active-duty F-15C at Kadena flew on 24 January 2025, the same day the 67th Fighter Generation Squadron activated.<\/p>\n<p>In the gap, Kadena has run on rotational fighters. Since late 2022 the base has hosted successive expeditionary squadrons of F-22 Raptors, F-35A Lightning IIs, F-15E Strike Eagles and F-16 Fighting Falcons. In October 2025 the mix was two F-35A squadrons, the 4th from Hill and the 356th from Eielson, plus New Jersey Air National Guard F-16s; in May 2026 twelve F-22s of the 90th Expeditionary Fighter Squadron arrived from Joint Base Elmendorf-Richardson alongside the 27th from Langley.<\/p>\n<p>The permanent answer is the F-15EX Eagle II. In July 2024 the Air Force announced that thirty-six would be based on Okinawa, replacing forty-eight F-15C\/Ds across two squadrons, with the 67th Fighter Squadron the first operational unit. Delivery has slipped badly: the original window was March to June 2026, but a strike at Boeing&rsquo;s St Louis plant from 4 August to 17 November 2025 disrupted production. Testifying to the Senate Armed Services Committee on 21 May 2026, Air Force Secretary Troy Meink indicated the first aircraft would arrive in 2027, with completion in 2028 or 2029. Two familiarisation visits have happened, the most recent on 29 June 2026.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">05<\/span><span>Tankers, AWACS, rescue helicopters and special operations do the unglamorous work<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>The fighters get the attention, but the wing&rsquo;s other squadrons are what make Kadena a hub rather than a fighter field. The 909th Air Refueling Squadron, the Young Tigers, flies KC-135 Stratotankers and is Pacific Air Forces&rsquo; principal refuelling force in contingencies &mdash; the reason American aircraft can cross the western Pacific. The 961st Airborne Air Control Squadron flies the E-3 Sentry, whose rotodome radar tracks surface and airborne activity beyond 250 miles and hands a coherent air picture to everyone else.<\/p>\n<p>Combat search and rescue lives with the 33rd Rescue Squadron, working to the Air Force rescue motto that others may live. Its crews train for low-level flight, hoist work and recovery inside contested airspace. The squadron began converting from the forty-year-old HH-60G Pave Hawk to the HH-60W Jolly Green II when the new helicopters arrived on 26 January 2024, and flew the type&rsquo;s first Indo-Pacific sortie from Kadena a month later.<\/p>\n<p>Kadena is also home to the 353rd Special Operations Wing, roughly a thousand airmen and the only Air Force special operations unit in the Pacific: the 1st Special Operations Squadron with MC-130J Commando IIs, the 21st with CV-22B Ospreys for long-range infiltration and exfiltration, and the 320th Special Tactics Squadron of combat controllers, pararescuemen and special reconnaissance operators. Behind all of it, the 18th Civil Engineer Group &mdash; the largest in the Air Force &mdash; maintains 23.4 million square feet of facilities and handles more than fifty explosive ordnance disposal incidents a year, most of it legacy of 1945.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">06<\/span><span>Okinawa has been litigating against Kadena for more than forty years<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>The Ryukyu Islands reverted to Japanese control on 15 May 1972, ending twenty-seven years of direct American administration, but the bases stayed. Fifty years on, Okinawa hosted roughly seventy per cent of the US military facilities in Japan: thirty-two installations covering about eighteen per cent of the island&rsquo;s land, and around 30,000 American service members among a population of some 1.4 million. Polling found 84 per cent of Okinawans believed the prefecture carried a disproportionate burden.<\/p>\n<p>Noise is the most persistent grievance and the best documented. Residents around Kadena have brought class actions since the early 1980s. On 23 February 2017 the Okinawa branch of the Naha District Court ordered about 30.2 billion yen in damages to 22,048 plaintiffs &mdash; the largest award in any Japanese base noise case &mdash; while dismissing the demand for a flight injunction on the ground that the Japanese government cannot halt an act performed by a third party over which it has no authority. On 23 January 2026 the same court awarded roughly 16.3 million dollars in a further suit brought in 2022 by 5,028 plaintiffs, finding psychological harm and sleep disruption amounting to considerable mental distress &mdash; and again declining to restrict flying.<\/p>\n<p>Accidents sharpen all of it, and the F-100 that hit Miyamori Elementary School in 1959 remains the defining case, commemorated every year. Land return is the other long negotiation: under the Special Action Committee on Okinawa process and later realignment talks, Japan and the United States agreed to return facilities south of Kadena and to move the Navy ramp to the far side of the runways as a noise-abatement measure, alongside the 1996 joint committee agreement on noise. The aircraft bounced off the ground and struck Miyamori Elementary School. Eighteen people were killed, twelve of them pupils, and 210 were injured. The pilot ejected and survived unhurt. The official account attributed the loss to mechanical failure, but the accident report identified a maintenance error that caused a fuel leak as the main cause; the crash is commemorated annually and remains the most cited incident in Okinawan arguments about the bases.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/english.ryukyushimpo.jp\/2019\/07\/05\/30710\/\">Ryukyu Shimpo<\/a><\/article>\n<article>\n<div class=\"incd\">19 June 1959<\/div>\n<h3>Nuclear-armed Nike Hercules accidentally fired at Naha<\/h3>\n<p>A Nike Hercules surface-to-air missile carrying a nuclear warhead was accidentally ignited during maintenance and fired from its launcher. Two soldiers were killed, one at once and one a week later. The accident happened at Naha Air Base rather than at Kadena, but it belongs to the same period of American administration in which Okinawa hosted nuclear-capable systems with no public disclosure. The US military recovered the missile covertly and forbade those involved from discussing it. Former US Army missile maintenance man Robert Roepke described the incident publicly for the first time in 2017.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/english.ryukyushimpo.jp\/2017\/11\/01\/27963\/\">Ryukyu Shimpo<\/a><\/article>\n<article>\n<div class=\"incd\">23 February 2017<\/div>\n<h3>Record damages in the third Kadena noise lawsuit<\/h3>\n<p>The Okinawa branch of the Naha District Court ordered the Japanese government to pay about 30.2 billion yen to 22,048 residents living under Kadena&rsquo;s flight paths, the largest award in any Japanese base-related noise case. The court held that unlawful damage to surrounding residents was being carelessly left unaddressed, noting that neither government had implemented fundamental preventive measures despite earlier rulings finding the noise unlawful. It refused to order any restriction on flying, on the ground that the plaintiffs were asking the Japanese state to halt an act performed by a third party over which it has no authority.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/english.ryukyushimpo.jp\/2017\/03\/02\/26544\/\">Ryukyu Shimpo<\/a><\/article>\n<article>\n<div class=\"incd\">9 June 2025<\/div>\n<h3>Explosion at a wartime munitions storage facility<\/h3>\n<p>An explosion occurred at around 11:17 in the northern section of a munitions storage facility at Kadena while workers were removing rust from ordnance to help identify it. The store holds munitions recovered from the 1945 Battle of Okinawa. Four Japanese Ground Self-Defense Force members were hurt, one with injuries to his left hand and three with minor injuries including hearing damage; all were taken to an off-base hospital. No American personnel were involved. Unexploded ordnance remains a routine hazard on Okinawa, with almost twenty-two tons disposed of island-wide between April 2023 and March 2024.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/www.stripes.com\/theaters\/asia_pacific\/2025-06-09\/explosion-kadena-air-base-okinawa-18060826.html\">Stars and Stripes<\/a><\/article>\n<article>\n<div class=\"incd\">23 January 2026<\/div>\n<h3>Fourth Kadena noise ruling awards 16.3 million dollars<\/h3>\n<p>A three-judge panel at the Okinawa city branch of the Naha District Court awarded roughly 16.3 million dollars over aircraft noise at Kadena, covering February 2019 to July 2025. The suit had been filed on 21 January 2022 by 5,028 plaintiffs, some of whom have since died or withdrawn. Compensation was scaled by proximity, from about 118 dollars a month for residents of the closest districts including Sunabe and Yara down to about 29 dollars a month for the furthest.
