The main base is at Lule&#229;, with side bases at Jokkmokk and Vidsel, and the wing trains over one of the largest air exercise areas in the world. Its task, in the official wording, is to deliver air operational effect through its fighter squadrons: airspace control, strikes on ground and sea targets, intelligence gathering and air transport.<\/p>\n<p>The wing was a reconnaissance wing from 1949 and a combined fighter and reconnaissance wing until 2002, when it became a pure fighter wing flying the JAS 39 Gripen. The 3,350-metre runway, shared with Swedavia&rsquo;s Lule&#229; Airport, is the longest at any of the four Swedish Air Force wing bases. Airliners and Gripens share one runway, and the Armed Forces are by far the biggest employer on the site.<\/p>\n<p><span class=\"kff\">About 979,000 passengers used the airport in 2024, and roughly 900 of the 1,000 people working there are employed by the Swedish Armed Forces.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">05<\/div>\n<h3>Dispersed into the forest<\/h3>\n<p>In war F 21&rsquo;s squadrons were meant to scatter to hidden bases in the forest. Jokkmokk and Vidsel, still the wing&rsquo;s side bases, were rebuilt for exactly that.<\/p>\n<p><span class=\"kff\">Under the Bas 90 programme Jokkmokk got three 800-metre short runways in 1988 and Vidsel three more in 1989.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">06<\/div>\n<h3>Next door to a giant test range<\/h3>\n<p>The wing trains over what the Armed Forces call one of the world&rsquo;s largest air exercise areas, beside the FMV test range at Vidsel.<\/p>\n<p><span class=\"kff\">The Vidsel range, opened in 1958, sits under 7,200 square kilometres of permanently restricted airspace (R02), with 3,300 square kilometres closed on the ground.<\/span><\/div>\n<\/div>\n<\/div>\n<\/section>\n<hr class=\"divider\">\n<section id=\"deep\">\n<div class=\"wrap\">\n<div class=\"kicker\">Go deeper<\/div>\n<h2>The long version<\/h2>\n<div class=\"deep\">\n<details class=\"ddet\">\n<summary><span class=\"dn\">01<\/span><span>A base corps in 1941, an airport by 1944<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>The Norrbotten unit began in wartime. According to the Norrbotten Wing&rsquo;s English Wikipedia article, which draws on Braunstein&rsquo;s standard history of Swedish Air Force units, it was set up on 1 July 1941 as the Royal Norrbotten Air Base Corps (Kungl. Norrbottens flygbask&#229;r), a base organisation rather than a flying wing. It was raised to a wing in 1963 and took its present name, Norrbottens flygflottilj, F 21, in 1975. The airfield at Kallax, seven kilometres from Lule&#229;, has been its home throughout; none of the sources read for this page records a move from another site.<\/p>\n<p>Civil aviation followed quickly. Swedavia, which runs the civil airport today, gives the opening as 11 September 1944 at 14:47, after an ABA DC-3 named Falken had landed unofficially two days earlier with Carl-Gustaf von Rosen at the controls. Flying was a summer business until 1948, when hangars and runway lighting made year-round service possible. Linjeflyg&rsquo;s coastal route from 1959 made Lule&#229; the hub of northern Sweden, and passenger numbers first passed one million in 1991.<\/p>\n<p>The two users have grown together. The runway was extended to 3,350 metres in 1999, which Wikipedia links to cargo flights. The Swedish AIP lists two aerodrome operators, the Armed Forces&rsquo; Norrbotten Wing and Swedavia&rsquo;s Lule&#229; Airport, and asks for 72 hours&rsquo; prior permission for foreign military transport aircraft and helicopters. Swedavia counts about 1,000 people working at the airport, some 900 of them for the Armed Forces, and 979,000 passengers in 2024. Swedavia calls it Sweden&rsquo;s sixth-largest airport; Wikipedia, using the same year, calls it the fourth-busiest, so the ranking depends on the measure used.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">02<\/span><span>Cameras on the northern front<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>For most of the Cold War F 21&rsquo;s signature job was looking, not shooting. Wikipedia&rsquo;s summary of the wing gives it as a reconnaissance wing from 1949 to 1961 and a combined fighter and reconnaissance wing from 1961 to 2002. Norrbotten borders Finland and Norway, and in Swedish planning the far north was the likeliest route for an attack from the east; a reconnaissance unit based here covered that approach. The sources read for this page do not describe individual Cold War missions, so none are claimed here.<\/p>\n<p>The Draken era brought purpose-built reconnaissance jets. Saab built 60 S 35E Drakens, serials 35901 to 35960, in two series, each carrying nine Vinten cameras, five in the nose and four in the fuselage. The Draken article&rsquo;s service table puts the S 35E at F 21 Kallax from 1966 to 1979. The Flygvapenmuseum in Link&#246;ping keeps five S 35Es, 35902, 35906, 35916, 35952 and 35959, among its reconnaissance collection.<\/p>\n<p>The Viggen followed. According to the Saab 37 Viggen article, F 21 had one combined SF 37 and SH 37 squadron from 1979 to 2002. The SF 37 was the overland photographic version, 28 built with deliveries from April 1977; the SH 37 was the maritime surveillance and strike version, 27 built from June 1975. From 1993 to 1998, 25 of each were rebuilt as multi-role AJSF 37 and AJSH 37 aircraft. The last reconnaissance Viggens left F 21 in 2002, when the wing became a pure fighter unit.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">03<\/span><span>Fighters for the far north<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>Fighters joined the wing in 1961. The Draken article dates the J 35D at F 21 Kallax from 1969 to 1984; the Lansen article records J 32B Lansens there in the same period. One Lansen story is pure Norrbotten. In 1969 four J 32Bs at F 21 were converted into snow clearers that used engine heat to melt snow and ice from the runway. They were tested and evaluated until 1971, when the project was cancelled because it was inefficient, burnt too much fuel and suffered welding problems.<\/p>\n<p>The JA 37 fighter Viggen arrived next. The Viggen article gives F 21 two JA 37 squadrons from 1983 to 2004, alongside the reconnaissance squadron, and one squadron of SK 37E electronic-warfare trainers from 2003 to 2007, among the last Viggens flying anywhere. An AJ 37 Viggen is preserved on display in {L}. The fighter Viggens gave the wing its longest-serving interceptor, and their departure in 2004 left F 21 with one type for the first time in decades.<\/p>\n<p>The Gripen took over as the Viggens left. Wikipedia&rsquo;s list of F 21 types includes the JAS 39A and the current JAS 39C\/D, and the wing has been a pure fighter wing since 2002. The official page describes its task as delivering air effect through its fighter squadrons: control of the airspace, attacks on ground and sea targets, intelligence gathering and air transport. It does not number the squadrons. The commander since 2023, per Wikipedia&rsquo;s list, is Colonel Peter Greberg; that is not confirmed on the official site.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">04<\/span><span>Jokkmokk, Vidsel and the Bas 90 dispersal<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>Swedish air doctrine assumed the main bases would be hit on the first day of a war. Under Bas 60 and then Bas 90 each squadron of eight to twelve aircraft was to scatter to its own wartime base, with 20 to 40 hardstands up to 500 metres apart, a main runway of 2,000 to 2,300 metres and two or three 800-metre short strips. The Wikipedia article on Bas 90 says the programme started with the north.<\/p>\n<p>F 21&rsquo;s side bases were part of that. Jokkmokk (installation 189) was expanded in 1988 with three short runways and is still in use; Vidsel (installation 160) got three in 1989. Arvidsjaur was partly expanded in 1989 without short strips, and Lule&#229; itself got one short runway in 1996. G&#228;llivare was planned but never built. Bas 90 slowed with the end of the Cold War, stopped in the mid-1990s and was scrapped in the 2000s. Jokkmokk and Vidsel remain F 21&rsquo;s side bases today.<\/p>\n<p>Vidsel is also the home of the Vidsel Test Range, run since 1958 by the Swedish Defence Materiel Administration (FMV). Wikipedia gives it 7,200 square kilometres of permanently restricted airspace from the ground up, with 3,300 square kilometres of ground closed to the public, and notes its effects on S&#225;mi reindeer herding. FMV publishes daily risk-zone schedules and requires special permission to enter the area.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">05<\/span><span>Cross-border training over Lapland<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>In peacetime the northern airspace became a Nordic training ground. Answering an interpellation on 14 March 2023, Defence Minister P&#229;l Jonson said there had been a strong focus on air forces &ldquo;through cross-border training&rdquo; and very extensive cooperation between Rovaniemi, Kallax and Bod&#248;, the Finnish, Swedish and Norwegian fighter bases closest to the Arctic Circle. Crews from the three countries fly with and against each other over each other&rsquo;s territory in routine training and in the larger multinational Arctic Challenge Exercise.<\/p>\n<p>The big exercises reach the ground as well. On 29 May 2017, in a debate on the Home Guard, Defence Minister Peter Hultqvist told the Riksdag that Arctic Challenge Exercise was then under way and that a training exercise was being held at Kallax alongside it, in which troops stood guard and supported the base&rsquo;s security organisation. Hosting visiting squadrons means guarding foreign aircraft as well as Swedish ones, and the reservists of the Home Guard are part of how a base this size does it.<\/p>\n<p>The mixing of air forces has had risks. During the Arctic Fighter Meet on 5 May 2015, a Norwegian F-16 leading a Swedish Gripen back to Kallax lost track of its wingman in cloud; the Swedish Accident Investigation Authority (SHK) found the aircraft passed about 30 metres apart and that a second close pass, about 60 metres, had gone unnoticed. SHK blamed unclear control instructions, poor exercise risk analysis and too few experienced pilots in the squadron.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">06<\/span><span>NATO&rsquo;s northern wing, and Poland<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>Sweden joined NATO in March 2024, and F 21 is now its northernmost Swedish fighter base in an alliance that runs from Bod&#248; to Rovaniemi. The government&rsquo;s annual report to the Riksdag on NATO activity in 2025 (skrivelse 2025\/26:151) records that Sweden contributed up to eight fighter aircraft to NATO enhanced air policing in Poland from April to May 2025, and eight Gripens again to NATO&rsquo;s air-defence operation protecting the logistics hub for aid to Ukraine from June to August 2025.<\/p>\n<p>The government report does not say which wing supplied the aircraft or where in Poland they flew. The existing summary of this base, like several press reports, places F 21 Gripens at Malbork from March 2025; Wikipedia, citing Business Insider, speaks of six Gripens sent in March 2025. None of the sources read for this page confirmed Malbork or F 21, so the unit and dates are best read as reported but not officially confirmed: the government gives April to May, press gives March, and the aircraft count is given as six to eight.<\/p>\n<p>The same government report records that Swedish Gripens took part in NATO&rsquo;s nuclear exercise Steadfast Noon for the first time in October 2025, practising conventional support to the nuclear mission; it does not name the wing. Restart attempts failed and the pilot ejected at about 900 metres and 380 km\/h, landing in the sea with a compression fracture of the spine. SHK found the engine stopped because the high-pressure turbine shaft broke after a bearing failed; nickel plating left on the bearing ring during an earlier repair started fretting and fatigue cracks that quality control missed. At about 01:36, approaching the peak to lift an injured climber, its main rotor struck the vertical rock wall and the helicopter crashed and burned. All three crew were killed. He landed unhurt; the aircraft was destroyed. SHK found the handle could be triggered by the g-suit against a low-friction material, that earlier warnings had not been acted on, and blamed deficient quality assurance of flight-safety processes within and between Saab, FMV and the Armed Forces.
