The Valparaiso Bombing and Gunnery Base was set up in 1935 and expanded during the Second World War into a reservation covering some 1,900 square kilometres of the Florida panhandle, with a further vast block of range airspace over the Gulf. It was named for Lieutenant Colonel Frederick I. Eglin, killed in a crash in 1937. Jimmy Doolittle&rsquo;s crews practised short take-offs here before the Tokyo raid in 1942, and almost every American air-delivered weapon since has been tested over the Eglin ranges.<\/p>\n<p>The 96th Test Wing runs armament testing and the range complex; the 53rd Wing does operational test and writes the tactics; and the 350th Spectrum Warfare Wing produces the electronic warfare mission data that modern combat aircraft depend on. Eglin also trains F-35 pilots and maintainers with the 33rd Fighter Wing, and shares its main airfield with the civil Destin-Fort Walton Beach Airport. The reservation runs across three Florida panhandle counties, and the land range alone carries seventy separate test and training areas. The flight line is the smallest part of it.<\/p>\n<p><span class=\"kff\">The 96th Test Wing commander has publicly described the reservation as 464,000 acres spanning three counties.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">02<\/div>\n<h3>Where American air-delivered weapons are proved<\/h3>\n<p>The 96th Test Wing is the Air Force developmental test centre for air-delivered weapons, guidance systems and command and control. Anything the service intends to hang under a wing passes through Eglin at some stage of its life. The over-water box in the Gulf of Mexico is where the long shots are taken.<\/p>\n<p><span class=\"kff\">The wing controls approximately 120,000 square miles of overwater airspace over the eastern third of the Gulf of Mexico.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">03<\/div>\n<h3>The Doolittle Raiders learned to fly off a carrier here<\/h3>\n<p>In March 1942 twenty-four volunteer B-25 crews rehearsed at Eglin&rsquo;s auxiliary fields for the Tokyo raid. A Navy instructor taught Army bomber pilots to unstick in a fraction of a normal take-off run. The raid flew from USS Hornet on 18 April 1942.<\/p>\n<p><span class=\"kff\">Crews practised lifting off within 300 feet, the deck length available to them on USS Hornet.<\/span><\/div>\n<div class=\"kf\">\n<div class=\"kfn\">04<\/div>\n<h3>The MOAB was designed and first dropped at Eglin<\/h3>\n<p>The GBU-43\/B Massive Ordnance Air Blast was requested at the end of 2002 as a successor to the BLU-82 Daisy Cutter, designed by an Eglin engineering team and built in the base&rsquo;s own munitions fabrication shop. One fish has already been taken off the endangered species list on the strength of it.<\/p>\n<p><span class=\"kff\">Eglin burns 75,000 to 100,000 acres a year under prescription and shelters 106 rare and endangered species.<\/span><\/div>\n<\/div>\n<\/div>\n<\/section>\n<hr class=\"divider\">\n<section id=\"deep\">\n<div class=\"wrap\">\n<div class=\"kicker\">Go deeper<\/div>\n<h2>The long version<\/h2>\n<div class=\"deep\">\n<details class=\"ddet\">\n<summary><span class=\"dn\">01<\/span><span>Eglin&rsquo;s 464,000-acre reservation and the Gulf test ranges<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>Eglin sits on the Florida panhandle between Pensacola and Panama City, and almost nothing about it is normal-sized. The reservation covers 464,000 acres across three counties, the figure the 96th Test Wing commander used in a 2023 public notice on beach access. Very little of that is flight line. Most is longleaf pine, swamp, sand road and closed test area, threaded by creeks draining south into Choctawhatchee Bay. Air Force fact sheets put the land range at 724 square miles containing 70 separate test and training areas, which is the useful way to picture the place: not a base with a range attached, but a range with a base in one corner of it.<\/p>\n<p>Offshore the numbers grow again. The wing controls approximately 120,000 square miles of overwater airspace covering the eastern third of the Gulf of Mexico &mdash; the Eglin Gulf Test Range &mdash; where live firings and anything needing a very large empty box are flown. More than 19,000 military, civilian and contractor personnel work under the 96th Test Wing, which executes an annual budget of more than 630 million dollars and hosts nine wings and wing equivalents plus 35 or more associate units.<\/p>\n<p>The human edge of this is unusually porous. Valparaiso, Niceville, Fort Walton Beach and Destin press against the fence, and a cheap recreation permit issued at Jackson Guard on Highway 85 opens more than 250,000 acres to hunting, camping and fishing after an unexploded ordnance awareness briefing. The trade is noise and restriction. Stretches of Santa Rosa Island running west from the El Matador condominiums towards Navarre Beach are closed test areas used by special operations and Ranger training, and the wing has added barriers, signage and patrols to keep trespassers off them.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">02<\/span><span>The 96th Test Wing and what armament testing actually means<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>The 96th Test Wing is the Air Force developmental test and evaluation centre for air-delivered weapons, navigation and guidance systems, and command and control systems. Around Eglin the shorthand is blunter: if the Air Force drops it, launches it or hangs it under a wing, it has been through here. The published capability list runs to nonnuclear munitions including ballistics and terminal effects, aircraft avionics, unmanned aircraft, electronic countermeasures, cyber capabilities, radar signatures and antenna patterns. The Air Force SEEK Eagle Office, which certifies which stores an aircraft may safely carry, sits under the same wing.<\/p>\n<p>The wing is organised around that work rather than around a flying squadron. The 96th Operations Group flies developmental test sorties on munitions and avionics, the 96th Cyberspace Test Group handles command and control, and the 96th Range Group keeps the instrumented ranges and safety infrastructure running across the 70 test areas. Test aircraft wear the tail code ET, for Eglin Test. The wing as numbered dates only from 2012, but the job is older: the Air Corps Proving Ground was activated here on 19 May 1941. On 1 October 2023 the McKinley Climatic Laboratory came back under the 96th after seven years under the Arnold Engineering Development Complex.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">03<\/span><span>From the Doolittle Raiders to the MOAB: one long weapons lineage<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>In March 1942 Eglin Field became the rehearsal ground for the most audacious American operation of the early Pacific war. Twenty-four volunteer crews and their B-25B Mitchells worked out of Wagner Field and Duke Field, auxiliary fields 1 and 3, practising to lift off within 300 feet, the deck length that would be available to them on USS Hornet. Lieutenant Henry L. Miller, a Navy instructor from Pensacola, taught them how. The Norden bombsight was useless at the heights they meant to attack from, so Captain C. Ross Greening designed a substitute that Eglin&rsquo;s metal shops made from about twenty cents of material. The raid flew on 18 April 1942.<\/p>\n<p>The pattern &mdash; urgent requirement, workshop, range &mdash; keeps recurring. The proving ground ran 49 tests in 1941 and 315 service tests in 1942, and by 1945 employed 732 officers and 6,744 enlisted personnel. Under Operation Crossbow it worked out how to break German V-1 launch sites, then fired American JB-2 copies from Santa Rosa and Okaloosa islands: 128 successes in 164 attempts by June 1945. Sidewinder and Sparrow followed in the 1950s, laser-guided bombs from 1967, the GAU-8\/A gun in 1973.<\/p>\n<p>The clearest modern case is the GBU-43\/B Massive Ordnance Air Blast, asked for around Thanksgiving 2002 to replace the BLU-82 Daisy Cutter. Al Weimorts designed it, Joseph Fellenz led the model making and Robert Hammack&rsquo;s fabrication team built it, and the first round was dropped on the Eglin range at one o&rsquo;clock in the afternoon of 11 March 2003. The Air Force has published a weight of about 21,000 pounds, of which 18,700 pounds is the BLU-120\/B warhead, while Eglin&rsquo;s own account gives 21,600 pounds. The first operational weapon reached theatre on 1 April 2003; it was not used in combat until April 2017.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">04<\/span><span>The McKinley Climatic Laboratory: weather made to order<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>Colonel Ashley C. McKinley&rsquo;s argument was economic. If American aircraft had to work at minus 65 degrees Fahrenheit, chasing real winter around the world to prove it was slower and dearer than building a refrigerated hangar and making winter indoors. Construction began in March 1944, the building was finished in the spring of 1947 and the first test ran that May. The main chamber is 252 feet wide by 201 feet deep and 70 feet high at the centre, an enclosed volume of roughly 3.28 million cubic feet, enlarged in 1968 to take the C-5A.<\/p>\n<p>The Air Force Test Center describes it as the largest climatic chamber in the world and the only facility anywhere that can hold a full-scale operational aircraft in climatic extremes. The envelope runs from minus 65 to 165 degrees Fahrenheit, with humidity, wind, rain, sand, dust, snow, freezing rain, ground and in-flight icing, corrosive salt fog and simulated solar radiation. Over its first half century more than 300 different aircraft and over 2,000 other items of equipment went through it, early subjects including a B-29, a P-80 and a P-51. It was named for McKinley on 12 June 1971. The work continues: a month-long trial of the Boeing T-7A Red Hawk finished on 23 February 2024, running the aircraft from 110 degrees down to minus 25.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">05<\/span><span>The flying wings: F-35 training, operational test and spectrum warfare<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>The 33rd Fighter Wing is the Air Force graduate training wing for the F-35A Lightning II, and its motto &mdash; Forge Future Combat Airpower &mdash; is a fair description of the output. The first F-35A landed at Eglin on 14 July 2011. The wing is authorised 59 aircraft and fields the 58th Fighter Squadron, the Mighty Gorillas, and the 60th Fighter Squadron, the Fighting Crows. It produces on the order of 59 F-35 pilots and roughly 1,500 maintainers a year across the A, B and C variants, with a little over 1,400 assigned personnel.<\/p>\n<p>Operational testing is a different trade and a different wing. The 53rd Wing, headquartered at Eglin but reporting to the United States Air Force Warfare Center at Nellis, is Air Combat Command&rsquo;s operational test and evaluation wing: more than 1,600 airmen, 25 distinct aircraft types, 16 geographically separated locations. On 25 June 2021 the Air Force activated the 350th Spectrum Warfare Wing at Eglin, the first wing of its kind, built to equip and optimise electromagnetic warfare capability for the combat air forces. It took the 53rd Electronic Warfare Group across from the 53rd Wing under Colonel William Young.<\/p>\n<p>Around these sit tenants that make Eglin feel less like an air base than a defence district. The Air Force Research Laboratory Munitions Directorate designs weapons the 96th then tests. The Army&rsquo;s 7th Special Forces Group, oriented on 32 countries in Latin America and the Caribbean, trains on the reservation; the 6th Ranger Training Battalion has run a phase here since 1951; the Navy&rsquo;s Explosive Ordnance Disposal School since 1985. Outside the main gate, the Air Force Armament Museum shows the results for free.<\/p>\n<\/div>\n<\/details>\n<details class=\"ddet\">\n<summary><span class=\"dn\">06<\/span><span>Longleaf pine, red-cockaded woodpeckers and the hurricane season<\/span><span class=\"dx\">Read<\/span><\/summary>\n<div class=\"dbody\">\n<p>The oddest fact about one of the world&rsquo;s busiest weapons ranges is that it is also a serious conservation holding. The 464,000 acres shelter 106 rare and endangered species, and the reason is fire. Longleaf pine savannah needs frequent low-intensity burning to keep its understorey open, and Eglin burns 75,000 to 100,000 acres a year under prescription, a scale no ordinary landowner could contemplate. The red-cockaded woodpecker, which excavates cavities in living old pines, is the direct beneficiary: potential breeding groups rose from 184 in 1994 to 507 by 2020 and 585 by 2024, past a recovery goal of 350 set for 2009.<\/p>\n<p>The base has drilled more than 1,500 artificial cavities and sent over 200 young woodpeckers to reinforce populations elsewhere. Its streams produced an outright delisting: the Okaloosa darter, listed as endangered in 1973 and found overwhelmingly in six creeks on the reservation, came off the list on 27 June 2023 after numbers rose from fewer than 10,000 fish to more than 600,000, helped by 480 acres of restored stream habitat. More than 10,000 gopher tortoises have been relocated onto the base, and in 2024 the US Fish and Wildlife Service named Eglin its Military Conservation Partner of the Year.<\/p>\n<p>The other environmental fact of life is weather. Eglin runs the hurricane condition ladder from HURCON 5 to HURCON 1, marking winds above 58 miles an hour at 96, 72, 48, 24 and 12 hours out, with 1C, 1E and 1R for caution, emergency and recovery. In practice it means flying the fleet away: ahead of Hurricane Ian in September 2022 the 33rd Fighter Wing sent 25 F-35s to Barksdale in Louisiana. Hurricane Sally in 2020 put the base on mission-essential status and left flooding but no catastrophic damage. The wider regional role showed in October 2018, when Eglin absorbed Tyndall&rsquo;s F-22 operation after Hurricane Michael.<\/p>\n<\/div>\n<\/details>\n<\/div>\n<\/div>\n<\/section>\n<hr class=\"divider\">\n<section id=\"timeline\">\n<div class=\"wrap\">\n<div class=\"kicker\">Timeline<\/div>\n<h2>Eglin Air Force Base, year by year<\/h2>\n<div class=\"tl\">\n<div class=\"tl-item\">\n<div class=\"yr\">1934<\/div>\n<p>Valparaiso businessman James E. Plew donates 1,460 acres to the government on 15 October, seeding the future base.<\/p>\n<\/div>\n<div class=\"tl-item\">\n<div class=\"yr\">1935<\/div>\n<p>The Valparaiso Bombing and Gunnery Base is activated on 14 June with a handful of enlisted men.<\/p>\n<\/div>\n<div class=\"tl-item\">\n<div class=\"yr\">1937<\/div>\n<p>The field is renamed on 4 August in honour of Lieutenant Colonel Frederick I. The aircraft was in a high-speed dive at around 24,000 feet and some 900 miles an hour when the honeycomb structure supporting the leading edge of the left vertical stabiliser failed. The tail separated and the aircraft came apart. The pilot, Major James A. Duricy, was declared dead; investigators concluded he most likely ejected in conditions that were instantly fatal.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/www.af.mil\/News\/Article-Display\/Article\/140432\/board-announces-cause-of-f-15-crash\/\">U.S. Air Force<\/a><\/article>\n<article>\n<div class=\"incd\">10 March 2015<\/div>\n<h3>Black Hawk lost in sea fog over Santa Rosa Sound<\/h3>\n<p>A UH-60 of the Louisiana National Guard&rsquo;s 1st Assault Helicopter Battalion, 244th Aviation Regiment, crashed into Santa Rosa Sound during a night training mission with Marine special operators. All eleven aboard were killed: four Louisiana Guard soldiers and seven Marines assigned to Marine Corps Forces Special Operations Command. Thick sea fog had rolled into the training area. The investigation found that both pilots suffered spatial disorientation and did not transition effectively from visual to instrument flight as conditions deteriorated.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/www.eglin.af.mil\/News\/Article-Display\/Article\/813958\/black-hawk-crash-investigation-findings-released\/\">Eglin Air Force Base<\/a><\/article>\n<article>\n<div class=\"incd\">October 2018<\/div>\n<h3>Hurricane Michael pushes Tyndall&rsquo;s F-22 force onto Eglin<\/h3>\n<p>Hurricane Michael devastated Tyndall Air Force Base, 80 miles along the coast, and Eglin became the fallback. The 325th Fighter Wing&rsquo;s F-22 flying and maintenance operation moved west, with some 470 personnel of the 325th Aircraft Maintenance Squadron dispersed across the country. Crews improvised procedures, including what the 43rd Aircraft Maintenance Unit called rapid crew swaps, a first for the F-22 community, and were flying again before Thanksgiving. The episode illustrated both Gulf coast vulnerability and the value of a base with spare ramp space measured in square miles.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/www.eglin.af.mil\/News\/Article-Display\/Article\/1987303\/f-22-maintainers-resilient-a-year-after-hurricane-michael\/\">Eglin Air Force Base<\/a><\/article>\n<article>\n<div class=\"incd\">15 May 2020<\/div>\n<h3>F-22 Raptor crashes on the Eglin range<\/h3>\n<p>An F-22 of the 43rd Fighter Squadron, then operating from Eglin, crashed on the base range shortly after take-off. The pilot noticed a flight control system advisory during the take-off roll and continued, then had increasing difficulty controlling the aircraft, declared an emergency and ejected, suffering minor injuries. The aircraft, valued at 201 million dollars, was destroyed. The cause was traced to a maintenance error made after the aircraft was washed. Air Combat Command declined to produce a publicly releasable accident investigation board report, citing operational concerns.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/www.airandspaceforces.com\/maintenance-error-brought-down-eglin-f-22-acc-declines-to-conduct-public-investigation-into-mishap\/\">Air &amp; Space Forces Magazine<\/a><\/article>\n<article>\n<div class=\"incd\">19 May 2020<\/div>\n<h3>F-35A destroyed on landing, four days after the F-22<\/h3>\n<p>An F-35A of the 33rd Fighter Wing&rsquo;s 58th Fighter Squadron was destroyed during a night landing at Eglin, four days after the F-22 loss. The pilot ejected and survived with eye and arm injuries from canopy fragments and spinal compression; the aircraft, worth 176 million dollars, was a total loss. The accident investigation board found the approach was flown about 50 knots too fast and far too shallow, but also faulted a previously undiscovered flight control software behaviour that commanded nose-down while the pilot commanded nose-up, a misaligned helmet-mounted display, and fatigue associated with the on-demand oxygen system.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/www.airandspaceforces.com\/eglin-f-35-crash-blamed-on-landing-speed-but-software-helmet-oxygen-also-faulted\/\">Air &amp; Space Forces Magazine<\/a><\/article>\n<article>\n<div class=\"incd\">16 September 2020<\/div>\n<h3>Hurricane Sally floods the panhandle<\/h3>\n<p>Hurricane Sally came ashore on the Gulf coast as a category two storm and put Eglin on mission-essential-only status, with aircraft kept in hangars rather than flown out. Damage assessment teams went out across the main installation and the ranges on 17 September. Flooding was widespread in pockets of the area but the base escaped serious structural damage and reopened facilities in stages. The storm arrived while nearby Tyndall was still years into its rebuild from Hurricane Michael.<\/p>\n<p><a class=\"incs\" href=\"https:\/\/www.airandspaceforces.com\/gulf-coast-air-bases-emerge-from-hurricane-sally\/\">Air &amp; Space Forces Magazine<\/a><\/article>\n<article>\n<div class=\"incd\">28 September 2022<\/div>\n<h3>Twenty-five F-35s flown out ahead of Hurricane Ian<\/h3>\n<p>As Hurricane Ian tracked towards Florida, Eglin went to HURCON 5 and the 33rd Fighter Wing evacuated 25 F-35s to Barksdale Air Force Base in Louisiana, with other types dispersed separately. Evacuating aircraft rather than sheltering them is the standard Gulf coast answer, and the numbers involved show what a training wing puts at risk in a storm season.
