Photo: US Air Force via Wikimedia Commons<\/figcaption><\/figure>\n\n\n<h2 style=\"padding-top:22px\">What a presidential aircraft actually is<\/h2>\n\n<p>Strip away the paint and the conference table and Air Force One is three things a normal 747 is not: a survivable aircraft, a hardened command post, and a secure communications node. The Qatari jet, converted on a timescale that surprised everyone in the industry, appears to have received the interior and not much of the rest.<\/p>\n\n<p>The defensive fit on the VC-25A is classified in detail but broadly known. It includes radar warning receivers, electronic jammers, chaff and flare dispensers, and infrared countermeasures intended to defeat heat-seeking missiles. The AN\/AAQ-24 Nemesis directional infrared countermeasures system works by firing pulses of infrared energy at an incoming missile's seeker head to confuse its guidance. VC-25A electronics are protected against electromagnetic pulse, because the aircraft is designed to keep functioning as a command post during a nuclear exchange. The windows are reinforced. The interior carries armour. The aircraft has its own oxygen and environmental systems able to filter chemical and biological agents, and it can be refuelled in flight, which means it can stay airborne essentially indefinitely.<\/p>\n\n<p>None of that is decoration. The design assumption behind the VC-25 is that the President may need to be in the air precisely when the ground is the most dangerous place in the world.<\/p>\n\n\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/O8W1LrDWkow\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0;border-radius:8px\" allowfullscreen><\/iframe><\/div>\n\n\n<h2 style=\"padding-top:22px\">The Ankara tell<\/h2>\n\n<p>The clearest evidence that the aircraft is not yet trusted came earlier this month, and it was not a statement. It was a decision.<\/p>\n\n<p>Returning from the NATO summit in Ankara, the President flew home aboard a VC-25A rather than the new jet. Nobody in an administration chooses the older, less comfortable, forty-year-old aircraft for presentational reasons. That choice was made by people who assess risk for a living, and it said more than any briefing.<\/p>\n\n<p>Sunday's comment simply put the same conclusion into the President's own words, with a timescale attached.<\/p>\n\n<h2 style=\"padding-top:22px\">What \"maxed out\" would involve<\/h2>\n\n<p>Neither the White House nor the Air Force has published a work scope, so what follows is what such a programme would ordinarily entail rather than a description of an announced plan.<\/p>\n\n<p>Fitting a defensive aids suite to a wide-body is not a matter of bolting on pods. Missile approach warning sensors have to be positioned to give full spherical coverage, which means cutting apertures into the fuselage and qualifying them structurally. Dispensers need to be integrated where they will not ingest their own flares into an engine. The DIRCM turret needs a field of regard and cooling. All of it has to be wired into a mission computer, and all of it has to be tested, which means flying the aircraft against simulated threats.<\/p>\n\n<p>EMP hardening is harder still, because it is not a component. It is a property of the whole electrical architecture: shielded looms, filtered bulkhead penetrations, protected avionics bays. It is possible the work is narrower than the phrase implies, or that it is a first phase. Without a published scope, we are not going to guess.<\/p>\n\n<h2 style=\"padding-top:22px\">Why the gap exists at all<\/h2>\n\n<p>The reason a donated Qatari airliner is flying the President anywhere is that the actual replacement programme has gone badly.<\/p>\n\n<p>Boeing signed a fixed-price contract in 2018, worth 3.9 billion dollars, to deliver two purpose-built VC-25B aircraft. Fixed-price was politically attractive and has proved commercially punishing. The programme is roughly four years behind schedule, has cost Boeing heavily, and current expectations put delivery in mid-2028. In the meantime the presidential fleet has been flying VC-25As that entered service in 1990 on an airframe design from the late 1960s.<\/p>\n\n\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/QA_pSAoP0hI\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0;border-radius:8px\" allowfullscreen><\/iframe><\/div>\n\n\n<p>The Qatari aircraft was, in that context, a stopgap for a stopgap. The trouble with stopgaps is that the requirements they were meant to bridge do not go away.<\/p>\n\n<h2 style=\"padding-top:22px\">What to watch<\/h2>\n\n<p>Two things will tell you whether this is a genuine programme or a holding statement.<\/p>\n\n<p>The first is where the aircraft goes. Defensive systems integration on a wide-body is specialist work done at a small number of facilities. If it disappears into one of them for a meaningful period, the work is real.<\/p>\n\n<p>The second is what the President flies in the interim.
