The US Navy&rsquo;s response was deliberately restrained, because watching how they did it was worth more than chasing them off.<\/p>\r\n\r\n<p>The aircraft was the Tu-22M, and for thirty years it was the specific thing the US carrier fleet was most afraid of.<\/p>\r\n\r\n<p>It was also, in the argument that consumed half a decade of arms control negotiations, either a strategic weapon capable of striking America or a medium bomber that could not. The Tu-22M is not a modified Tu-22 Blinder. It is a different aeroplane.<\/p>\r\n\r\n<p>The Blinder was a disappointment: its landing speed was about 100 km\/h higher than the bombers it replaced, it had a habit of pitching up and striking its own tail on landing, visibility was poor and serviceability worse. By 1962 the Soviet Air Force had concluded it was inadequate.<\/p>\r\n\r\n<p>What Tupolev built to replace it, internally &ldquo;Samolyot 145&rdquo;, was a new swing-wing design that borrowed the Blinder&rsquo;s weapon system and its Kh-22 missile. Calling it a modification of an existing type made it far easier to push through the Soviet approval and budget machinery. It worked.<\/p>\r\n\r\n\r\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/P506iHKnLnk\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0\" allowfullscreen><\/iframe><\/div>\r\n<h2 style=\"padding-top:22px\">The Argument About How Far It Could Fly<\/h2><p>Everything about the Backfire in Western eyes came down to range. A medium bomber threatening Europe and Asia was one thing. A bomber that could reach the continental United States was a strategic system, and therefore something that had to be counted under SALT.<\/p>\r\n\r\n<p>The estimates were not close to each other. Tupolev claimed a combat radius of only 2,200 km for early aircraft. The CIA assessed somewhere around 3,700 km, later 3,360 to 3,960. (U.S. Department of Defense)<\/figcaption><\/figure>\r\n<p>The American intelligence community could not agree with itself, and said so in writing.<\/p>\r\n\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #5C91FF;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7;display:flex;gap:20px;align-items:flex-start\"><div><em>&ldquo;The first units of a new strategic bomber &mdash; the Backfire &mdash; could become operational by late 1973. All but the Air Force continue to believe that it is best suited for use against Europe and Asia. The Air Force believes that it is suitable for a variety of missions including intercontinental attack.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>National Intelligence Estimate NIE 11-8-72<\/strong> &mdash; U.S. Intelligence Community, &ldquo;Soviet Forces for Intercontinental Attack&rdquo;, 26 October 1972<\/div><\/div><\/div>\r\n<p>The dispute was ultimately settled not by intelligence but by a promise. On 16 June 1979 Leonid Brezhnev handed President Carter a written statement, which became an annex to SALT II.<\/p>\r\n\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #5C91FF;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7;display:flex;gap:20px;align-items:flex-start\"><div><em>&ldquo;The Soviet side informs the U.S. side that the Soviet &lsquo;Tu-22M&rsquo; airplane, called &lsquo;Backfire&rsquo; in the U.S.A., is a medium-range bomber, and that it does not intend to give this airplane the capability of operating at intercontinental distances.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555\"><strong>Leonid Brezhnev<\/strong> &mdash; General Secretary of the Communist Party of the Soviet Union, written statement to President Carter, 16 June 1979<\/div><\/div><\/div>\r\n<p>Note the construction. Not <em>cannot<\/em>. Does not intend to. The Soviets also undertook not to fit it for in-flight refuelling and not to raise the production rate. An arms control problem solved by an assurance about intent.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">The Carrier Killer<\/h2><p>The Backfire&rsquo;s actual job was simpler than the negotiations suggested: get within range of an American carrier battle group and launch a Kh-22 from outside the group&rsquo;s defensive envelope.<\/p>\r\n\r\n\r\n<figure class=\"wp-block-image size-large\" style=\"margin:0 0 24px;width:100%\"><img data-opt-id=1440576259  fetchpriority=\"high\" decoding=\"async\" class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" width=\"1024\" src=\"https:\/\/ml5psubhxdln.i.optimole.com\/cb:L4GD.cf32\/w:auto\/h:auto\/q:mauto\/ig:avif\/https:\/\/migflug.com\/jetflights\/wp-content\/uploads\/sites\/4\/2026\/08\/tupolev-tu-22m3-backfire-c-russian-aerospace-forces.jpg\" alt=\"Tupolev Tu-22M3 Backfire-C of the Russian Aerospace Forces in flight\" style=\"width:100%;height:auto;max-width:100%;display:block\"><figcaption style=\"font-size:13px;color:#777;text-align:center;margin-top:6px;font-style:italic\">A Tu-22M3 Backfire-C in modern Russian service. A regiment of Backfires arriving from different bearings and launching simultaneously was the scenario that shaped US Navy air defence thinking for a generation &mdash; and, not incidentally, justified the F-14 Tomcat and the AIM-54 Phoenix.<\/p>\r\n\r\n\r\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/fv5AomA3hrk\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0\" allowfullscreen><\/iframe><\/div>\r\n<p>Its combat career came later and elsewhere. Afghanistan from December 1987, supporting the attempt to relieve Khost and later covering the Soviet withdrawal. Grozny in 1995. Syria from January 2016, including missions flown from Iran&rsquo;s Hamedan airbase.<\/p>\r\n\r\n\r\n<div style=\"max-width:550px;margin:0 auto 28px\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?id=1781176954000949699&theme=light\" style=\"width:100%;height:400px;border:none;overflow:hidden\" allowfullscreen><\/iframe><\/div>\r\n<h2 style=\"padding-top:22px\">Still Flying, Barely<\/h2><p>Serviceability was always the Backfire&rsquo;s weak point. In August 1991 the mission-capable rate was somewhere between thirty and forty per cent, and the Air Force at one stage wanted to prosecute Tupolev for rushing the aircraft into service.<\/p>\r\n\r\n<p>In Ukraine it has been used almost entirely as a standoff missile launcher, firing Kh-22 and Kh-32 from Russian airspace and over the Black and Azov Seas. By late 2023 roughly three hundred Kh-22s had been launched, none of them intercepted at that point.<\/p>\r\n\r\n<p>Losses have been on the ground more than in the air: Soltsy-2 in August 2023, Olenya, and at least four destroyed at Belaya during Ukraine&rsquo;s Operation Spiderweb on 1 June 2025. One aircraft came down near Stavropol on 19 April 2024; Ukraine claims a modified S-200 shot it down, Russia says technical malfunction. If Ukraine is right it is the first air-to-air loss of the type in fifty-five years.<\/p>\r\n\r\n<p>Ukrainian military intelligence assessed in 2023 that only twenty-seven airframes remained in operable condition, against fleet figures usually quoted around sixty. That is an interested party&rsquo;s number and should be read as one.
