Dale White, the service\u2019s director of Critical Major Weapon Systems, told an industry audience on July 29 at Life Cycle Industry Days in Dayton, Ohio. It first flew from Plant 42 in Palmdale in November 2023, and a second aircraft joined the test campaign at Edwards Air Force Base in September 2025. White says the first operational Raider will be &ldquo;on the ramp&rdquo; at Ellsworth Air Force Base in South Dakota in 2027, joining a squadron next year in the run-up.<\/p>\r\n\r\n<p>That timeline, he said, moved left because the program was accelerated by roughly 25% thanks to a $4.5 billion one-time cash injection. Northrop Grumman is building toward a rate of seven operational bombers a year, and the Air Force still dreams of a fleet of 100 &mdash; enough to eventually replace both the B-1 Lancer and the aging <a href=\"https:\/\/migflug.com\/jetflights\/es\/aeronave\/b-2-espiritu\/\">B-2<\/a>. It is designed to replace the <a href=\"https:\/\/migflug.com\/jetflights\/es\/aeronave\/raptor-f-22\/\">F-22 Raptor<\/a> as the service\u2019s primary air-superiority fighter, and to fly alongside Collaborative Combat Aircraft &mdash; the autonomous &ldquo;loyal wingman&rdquo; drones meant to multiply a single pilot\u2019s reach. The 2027 budget request sets aside $5.03 billion for the program.<\/p>\r\n\r\n<h2 style=\"padding-top:22px\">Optimism, With an Asterisk<\/h2>\r\n<p>A note of caution is fair. &ldquo;Ahead of schedule&rdquo; is a claim made by the man whose job is to deliver these jets, and every big program looks healthy until the year it slips. The F-47 has not flown, and a 2028 first flight is still a promise, not a milestone. The B-21\u2019s test campaign is real and visibly progressing, but low-rate production is where stealth programs historically stumble.<\/p>\r\n\r\n<p>Still, the direction is striking. In an era when American procurement is better known for delay and cost growth, two of its most secretive, most expensive programs are being described as early.
