A French ambassador has now said plainly what Paris has circled around for two years: the Dassault Rafale is going to Ukraine, and it will fly there alongside the F-16 and the Gripen, not instead of them.<\/p>\r\n<p>It is a diplomat&rsquo;s phrasing rather than a signed contract, and it deserves to be read as exactly that. The Rafale is now spoken of in Kyiv&rsquo;s future order of battle as a matter of when, not if.<\/p>\r\n<h2 style=\"padding-top:22px\">From a letter of intent to a firm roadmap<\/h2>\r\n<p>The commitment did not appear from nowhere. On 17 November 2025, Presidents Macron and Zelensky signed a letter of intent framing the possible purchase of up to 100 Rafale F4 aircraft through 2035, together with SAMP\/T systems, radars and missiles. Then, in July 2026, the two governments agreed a bilateral roadmap that gave the ambition a concrete first step: an initial batch of 16 Rafales, plus a package of air defences and, tellingly, licences to build AASM glide-bomb kits, Aster 30 interceptors and SCALP cruise missiles on Ukrainian soil. The 16 jets are the near-term, tangible commitment, the aircraft Ukraine can realistically plan around. The figure of up to 100 remains the horizon of a decade-long ambition, conditional on money, production slots and the political weather. Keeping the two apart is the honest way to read it.<\/p>\r\n<h2 style=\"padding-top:22px\">Where the Rafale fits in Ukraine&rsquo;s fleet<\/h2>\r\n<p>Ukraine is no longer replacing its Soviet jets one for one; it is assembling a layered, multi-source Western fleet. The American F-16 is the numerical backbone, flown hard in the air-defence role against cruise missiles and Shahed drones. The Gripen, sixteen older C\/Ds donated by Sweden and twenty new E-models on order, brings dispersed operations from short strips. President Zelensky has framed Kyiv&rsquo;s approach as a deliberate diversification across suppliers:<\/p>\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #1565c0;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7;display:flex;gap:20px;align-items:flex-start\"><div><em>&ldquo;I am holding three parallel discussions on aircraft, with the Swedes, the French, and the Americans.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555;text-align:left\"><strong>Volodymyr Zelensky<\/strong> &mdash; President of Ukraine<\/div><\/div><\/div>\r\n\r\n<p>Three suppliers, three philosophies, one air force, a deliberately redundant structure that no single Russian countermeasure can unpick.<\/p>\r\n<h2 style=\"padding-top:22px\">The capability France is offering<\/h2>\r\n<p>This is where an aircraft I confess a certain national fondness for earns its keep. At 24.5 tonnes maximum takeoff weight, with fourteen hardpoints, nearly five tonnes of internal fuel and a combat radius that can exceed 1,000 km, the Rafale carries more, further, than either the F-16 or the Gripen E. Its RBE2-AA AESA radar, Front Sector Optronics and the formidable SPECTRA electronic-warfare suite make it a genuine omnir&ocirc;le machine.<\/p>\r\n<p>For Ukraine, the value is deep strike. A single Rafale can put SCALP-EG cruise missiles, Meteor and MICA air-to-air rounds, AASM Hammer bombs and targeting pods aloft in one sortie, reaching command posts, logistics hubs and airfields well behind the line. SCALP is already familiar to Ukrainian crews, so the Rafale would arrive fluent in a mission Kyiv already flies.<\/p>\r\n\r\n<div style=\"position:relative;padding-bottom:56.25%;height:0;overflow:hidden;margin:24px 0\"><iframe class=\"skip-lazy\" data-no-lazy=\"1\" loading=\"eager\" src=\"https:\/\/www.youtube.com\/embed\/IT5arW4uMzA\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0\" allowfullscreen><\/iframe><\/div>\r\n\r\n<h2 style=\"padding-top:22px\">The caveats worth naming<\/h2>\r\n<p>Enthusiasm should not outrun reality. The 16-jet purchase still awaits final French approval and financing, and Dassault has noted the state must green-light the contract. Production is the second brake: the Rafale line is already stretched by more than 220 aircraft on order, so Ukrainian jets join a queue. The first Rafales are expected in Ukrainian skies only in 2028 or 2029, with pilot training beginning in the coming months. And Macron was candid that Kyiv&rsquo;s most pressing gap lies elsewhere:<\/p>\r\n\r\n<div style=\"background:#f8f9fa;border-left:4px solid #5C91FF;padding:20px 22px;margin:18px 0 24px;font-size:16px;line-height:1.7;display:flex;gap:20px;align-items:flex-start\"><div><em>&ldquo;Ukraine has immediate needs, particularly in the anti-ballistic area.&rdquo;<\/em><div style=\"margin-top:10px;font-size:14px;color:#555;text-align:left\"><strong>Emmanuel Macron<\/strong> &mdash; President of France<\/div><\/div><\/div>\r\n\r\n<p>Combat aircraft are a long game; interceptors are the emergency.<\/p>\r\n<h2 style=\"padding-top:22px\">Pourquoi c&#039;est important<\/h2>\r\n<p>Step back and the shape of the thing is striking. If these commitments hold, Ukraine could enter the 2030s operating F-16, Mirage 2000-5F, Gripen C\/D and E, and Rafale F4, potentially one of the largest concentrations of Western tactical aviation in Europe, larger than several NATO members field. The real contest, as ever, is not the airframe but the sustainment behind it: spares, simulators, munitions and the patient training pipelines that turn a delivery into a capability.
