SDA and the Space RCO have been the engines pushing the service to acquire satellites faster, cheaper, and on shorter cycles than traditional Air Force programmes ever managed. SDA was stood up in 2019 with a mandate to deliver low-Earth-orbit satellite constellations on rolling two-year tranches \u2014 faster than any traditional Pentagon space programme had ever managed. The Space RCO, modelled on the Air Force RCO that fielded the B-21 Raider, was a smaller shop focused on classified rapid-response programmes.<\/p>\n<p>Both delivered. SDA launched its first batch of Proliferated Warfighter Space Architecture demonstration satellites, Tranche 0, in 2023, and began putting its first operational Tranche 1 satellites into orbit in late 2025. The Space RCO has handled multiple classified programmes the Pentagon will not even publicly acknowledge. By traditional Pentagon standards, both organisations have been successful \u2014 and exactly the kind of disruptive culture the Space Force was supposed to embody.<\/p>\n\n<p>The Pentagon argues that consolidation eliminates duplication and puts all space acquisition under one roof. The counterargument, made widely in trade-press coverage, is that speed and innovation were the entire point of creating SDA as a separate entity.<\/p>\n<h2 style=\"padding-top:22px\">The Pentagon&#8217;s Argument for Reorganisation<\/h2>\n<p>The Trump administration&#8217;s broader Pentagon reorganisation, ordered by Defense Secretary Pete Hegseth, requires all military services to consolidate acquisition under &#8220;portfolio executives&#8221; overseeing programmes by mission area. For the Space Force, that means nine such executives, each managing a portfolio that ranges from missile warning to communications to space domain awareness.<\/p>\n<p>The argument from Pentagon leadership is that SDA and the Space RCO were workarounds \u2014 necessary because the Air Force&#8217;s traditional acquisition system did not work for space. With Space Force now functioning as its own service, the workarounds can be folded into the main acquisition structure.<\/p>\n\n<p>Veterans of the agency have argued that what made SDA work was cultural \u2014 it hired differently, contracted differently, and moved at commercial speed \u2014 and that such a culture cannot simply be legislated into a traditional programme office.<\/p>\n<h2 style=\"padding-top:22px\">The Cultural Risk<\/h2>\n<p>The concern from independent analysts and former Space Force officers is straightforward: once SDA and the Space RCO are folded into a &#8220;normal&#8221; acquisition structure, will the speed advantage survive? The disruptive culture that made both organisations effective was partly a function of organisational independence. It is not obvious that nine portfolio executives reporting to the same Space Force HQ will preserve that.<\/p>\n<p>For now, the language is just draft. The full House Armed Services Committee will debate it on 4 June. The Senate will get its turn after that.
