Optimistic projections point to gradual resumption after mid-April, pending full radar and fuel system repairs. But no one is making promises.\n\n<h2 style=\"padding-top:22px\">A Ceasefire, Not a Peace<\/h2>\n\nThe broader picture is sobering. Iraq&#8217;s airspace reopened because two countries agreed to stop shooting at each other for fourteen days.
