A stealth fighter that arrives late is no deterrent at all.<\/p>\n<h2 style=\"padding-top:22px\">Why the answer may be &ldquo;both&rdquo;<\/h2>\n<p>The most likely outcome is the least dramatic one. Rather than crown a single winner, Hanoi may do what New Delhi did &mdash; build a mixed fleet.
