Britain has spent three years shipping Storm Shadow cruise missiles to Ukraine. It has now agreed to something rather more consequential: letting Ukraine help build them.
Ahead of Prime Minister Andy Burnham’s visit to Kyiv on 24 August, London authorised MBDA to release classified technical information covering the British components inside the Franco-British Storm Shadow and SCALP missile family. That clearance is what allows France and Ukraine to press ahead with assembling the French-designated SCALP on Ukrainian soil.
And Britain did not do it for nothing. In the same visit, Burnham and President Volodymyr Zelenskyy signed an agreement giving the UK first access to Ukraine’s Avengers AI Labs, one of the largest bodies of real combat sensor data in existence.

What was actually cleared, and what was not
Precision matters here, because the headline version of this story overstates it. Britain has not handed Ukraine the keys to Storm Shadow production.
What London did was remove a specific obstacle. Storm Shadow and SCALP are the same missile built by the same Anglo-French company, but with British content inside a weapon that France wants to help Ukraine assemble. Until MBDA was cleared to disclose the details of those UK components, the French-Ukrainian plan could not legally proceed.

The distinction between assembly and manufacture also matters. Assembling a missile in-country from supplied subsystems is a considerable step short of producing one from raw materials, but it shortens the delivery chain, hardens supply against political weather in London or Paris, and puts skilled work inside Ukraine.
The Su-24 problem this is meant to solve
Ukraine launches Storm Shadow and SCALP from a small number of Soviet-era Su-24M Fencers, modified specifically to carry a Western weapon their designers never anticipated. The aircraft are old, the fleet is finite, and every sortie is expensive in a way that has nothing to do with fuel.

Missile supply has been the other constraint. Britain and France restarted their production lines in July 2026 to replace what Ukraine had expended, but a restarted European line still delivers on European timescales. Local assembly is an attempt to change that arithmetic.

What Britain is getting in return
The Avengers AI Labs dataset is the part of this deal that will matter longest. It holds operational data gathered by thousands of daylight cameras and infrared sensors deployed across the Ukrainian battlefield, recording millions of objects encountered in actual combat: tanks, artillery, air-defence systems, infantry, Shahed attack drones and reconnaissance UAVs.
That is training data no peacetime exercise can generate. Object recognition models are only as good as the imagery behind them, and imagery of a real Shahed at dusk, in weather, against clutter, is not something a NATO test range produces.
Britain becomes the first international partner with access. The agreement sets up a joint AI cell drawing together military operational experience, engineers, academics and companies from both countries. Three British firms are already running pilot projects: Sintela in Bristol, Mind Foundry in Oxford and Skyral in London.
One of those projects turns buried fibre-optic cable into an AI-enabled sensor network, initially to protect UK military sites, with potential later use at airports, railways, prisons and energy infrastructure. A second strand is working on low-power AI chips so drones and autonomous systems can process more while consuming less.
A different kind of support
For three years, Western help for Ukraine has largely meant handing over finished equipment. This agreement points somewhere else: joint development, shared industrial capacity, and an explicit acknowledgement that on some subjects Ukraine is now the teacher rather than the student.
Britain gets combat data it could not otherwise obtain at any price. Ukraine gets missile assembly closer to the front and a supply line less exposed to the politics of distant capitals. Neither side is doing the other a favour, which is precisely why the arrangement is likely to hold.
