Rafale for Ukraine: France Starts Training Ukrainian Pilots

France has moved from promising Rafales to preparing the people who will fly them. Speaking to franceinfo on 29 September, France's Minister for Europe Benjamin Haddad confirmed that Paris is in talks with Kyiv about sending Rafale fighters to Ukraine, flown by Ukrainian pilots, and that work has begun on training those pilots.

It is the clearest official signal yet that the French jet is on its way to the war. Ukraine has ordered an initial batch of 16 Rafales, under a letter of intent signed in November 2025 that covers up to 100 aircraft. The first four are expected to transfer once crews and mechanics are trained, with the jets operational around 2028 or 2029.

Training Before Delivery

Turning a fighter pilot into a Rafale pilot is not quick. In peacetime, a conversion from the Mirage to the Rafale takes around five months, according to AeroTime. Wartime training can be compressed: France cut the Alpha Jet course for Ukrainian students from 18 months to six in 2024. Mechanics need training too, because a jet without a ground crew that knows it is just an expensive ornament.

Training is the bottleneck for every Western fighter Ukraine has received. The F-16 programme showed that pilots were only part of the challenge, and that maintenance capacity can decide how many jets actually fly. Starting Rafale training years before the first jet arrives is a lesson learned.

From Mirage to Rafale

Ukraine already flies French fighters. France has transferred Mirage 2000-5F interceptors, which Ukraine uses against cruise missiles and drones. The Rafale is a much bigger step: an omnirole jet that can carry SCALP cruise missiles, Meteor and MICA air-to-air missiles and AASM Hammer guided bombs, with a modern AESA radar and electronic warfare suite.

Where the first aircraft will come from is still unclear. They could be new production jets or airframes taken from existing orders. France has done something similar before, supplying Greece and Croatia with Rafales drawn from its own air force to speed up deliveries. Financing is expected to come from the European Union's €90 billion loan to Ukraine, according to OPEX360.

Two European Fighters for Kyiv

France is not alone. Sweden has committed to supply Ukraine with Gripen fighters, giving Kyiv a future fleet of three Western types: the F-16, the Gripen and the Rafale. That mix is a logistics headache, but it also spreads risk across several supply chains instead of one.

For now, the war will be fought with F-16s and Mirages. But somewhere in France, the training syllabus for Ukraine's first Rafale pilots is being written, and that is how every new fighter fleet really begins.
