At midnight on Friday, Singapore's airfield map changed. A 3,660-metre runway that had been quietly under construction on the eastern edge of Changi became operational, and it belongs to the air force.
Runway 03/21 at Changi Air Base (East) went live at 1600 UTC on 17 September 2026, which is midnight local time on the 18th. The Civil Aviation Authority of Singapore published the data in an AIRAC AIP Supplement, and the document is unusually revealing about what the runway is for.
It has hookwire cables and net barriers at both ends. That is not equipment you install for transport aircraft.

What the AIP Actually Says
The supplement is brief about the headline fact and precise about everything else.
The aerodrome is listed as WSAC — Changi (RSAF), operator Republic of Singapore Air Force, accepting both IFR and VFR traffic. Field elevation is six metres. The reference temperature is 32.6°C, which tells you most of what you need to know about operating jets there.
The runway is 3,660 by 60 metres, asphalt for most of its length with concrete for the first 610 metres from each threshold — the sections that take the pounding from jet blast and hard landings. Declared distances are 3,660 metres for take-off run, accelerate-stop and landing, with 3,890 metres of take-off distance available thanks to a 230-metre clearway.
The Fighter Fittings
The arresting equipment is the tell. The AIP lists a hookwire cable installed 490 metres inboard of each threshold, and an arrestor barrier 40 metres beyond each threshold.
Those two systems do different jobs. A hookwire is for an aircraft with a tailhook that needs to stop in a hurry — a brake failure, a blown tyre, an aborted take-off. A net barrier catches aircraft that either have no hook or have missed the wire, and it is the last line before the overrun.
Both ends, both systems. That is the fit-out of a runway expected to recover damaged or degraded fast jets, not a transport strip.

The navigation fit is equally serious: full ILS localiser, glideslope and DME at both ends, a precision approach radar, a TACAN for homing, and CAT I approach lighting with 900 metres of sequenced flashing lights and a crossbar 300 metres from the threshold. PAPI sits on a three-degree slope either side.
Pourquoi maintenant ?
The timing is not a coincidence. From 1 October 2026 until 14 April 2027, Changi's Runway 02R/20L closes completely to all aircraft, with its approach and runway lighting switched off and closed markings painted at both ends.

That matters to the RSAF directly. Its Airbus A330 Multi-Role Tanker Transport fleet parks at Apron D and has been reaching the runway system via Taxiway Y10. With 02R/20L offline for six months, those aircraft move to 03/21.
Runway 03/21 connects to the rest of the complex through eight taxiway accesses, designated MA1 through MA8, running off a parallel taxiway thirty metres wide.
The Paya Lebar Endgame
All of this belongs to a plan Singapore announced in 2013: close Paya Lebar Air Base, move its flying elsewhere, and release roughly 800 hectares of central-eastern Singapore for housing and commercial development. The government has said the move completes from the 2030s onwards.
There is a neat distinction in how the two Changi East runways came about. Runway 02R/20L started life as a military runway of roughly 2,748 metres, was lengthened to four kilometres, and was plumbed into the civil airport to serve its growth and the future Terminal 5. It is dual-use. Runway 03/21 is the opposite: purpose-built, military only, civil access by prior coordination.
One Last Line Worth Reading
Buried in the remarks section of the runway characteristics table, alongside the arrestor barrier notes, the AIP records two hazards in the same breath. The first is that there are intensive civil aviation flying operations immediately west of the runway — a reminder of how tightly packed this piece of coastline now is.
Precision approach radar, a TACAN, two sets of arresting gear and a full instrument landing system at both ends. And birds, which have been operating from that coastline considerably longer than anyone else.
