The Regional Security System Air Wing is the shared air arm of eight Eastern Caribbean states: two Fairchild C-26A maritime patrol aircraft, given by the United States in January 1999 and flown from the south ramp of Grantley Adams International Airport in Barbados, which hunt drug boats, search for the missing and fly disaster relief for countries too small to keep an air force of their own.

The Regional Security System Air Wing story: two American Metroliners for eight Caribbean states

1982–1996: a security pact born in the Grenada crisis

The Regional Security System began with a memorandum of understanding signed on 29 October 1982 by Antigua and Barbuda, Dominica, Saint Lucia and Saint Vincent and the Grenadines with Barbados, according to the RSS and Wikipedia. Saint Kitts and Nevis joined in 1983, after independence, and that October the young pact took part in the US-led intervention in Grenada; Barbados’s prime minister, Tom Adams, let the US military use the island’s airport as a forward staging area, and, Wikipedia records, the United States then helped set up the RSS headquarters at the airport’s eastern side. Grenada joined in 1985, the memorandum was updated in 1992, and a treaty signed in St George’s, Grenada, on 5 March 1996 gave the RSS legal status. Guyana became the eighth member in 2022. None of the members except Barbados had kept military aircraft, and the Barbados Defence Force’s own small air wing, a Beech Queen Air and a Cessna 402C, had ceased to exist in 1985.

1999–2005: two American Metroliners, and a slow start

The Air Wing dates from January 1999, when, the RSS says, the United States government donated two C-26A aircraft, the military version of the Fairchild Metro III twin turboprop. For several years they could do little: the RSS says operations were limited until surveillance equipment was installed around 2005. Washington paid for the whole operation until 2005, after which the RSS took on all of its costs. The aircraft live in two hangars on the south ramp of Grantley Adams International Airport, beside the RSS headquarters. Wikipedia’s Metroliner article notes an RSS Metro III with a large belly radome seen around the Caribbean, which fits the sensor fit the RSS describes, though the radar type is not published.

Counter-drug patrols: what the two aircraft are for

The Air Wing’s own description is blunt: it "continues to focus on maritime counter drug operations as its primary mission". The Eastern Caribbean lies across the sea routes from South America to North America and Europe, and the two aircraft patrol for go-fast boats and suspicious vessels, cueing coast guards and police. The RSS lists agreements with the UK National Crime Agency and with Joint Interagency Task Force South, the US counter-drug task force. Secondary tasks are search and rescue, fisheries protection, pollution control and disaster relief; the RSS says the wing has supported hurricane relief and flew in the response to the 2010 Haiti earthquake. Its total, by the RSS’s own count, is "just over 16,000 flight hours"; the page that gives the figure is undated.

Pooling: why small states share one air wing

The logic of the Air Wing is pooling. Apart from the Barbados Defence Force’s short-lived air wing of 1979–1985, none of the member states is recorded in the sources checked as keeping military aircraft of its own. Two maritime patrol aircraft shared among eight states give each of them a capability none could afford alone, which is what the RSS means when it speaks of "resource-pooling" and a "progressive sub-regional Air Wing". The cost is that two aircraft are very few for an arc of islands several hundred kilometres long, and that one aircraft in maintenance halves the force. The RSS does not publish availability figures, sortie rates or seizures credited to the wing, so its effectiveness cannot be measured from public sources.

2014–2026: in-house maintenance, new sensors and a quiet record

In 2014, the RSS says, the Air Wing began doing its own maintenance, replacing a Canadian contractor, and the two aircraft were later refurbished and fitted with what it calls "modern state of the art sensors", paid for by the governments of the United States and Canada; the year of that upgrade is not given. No new aircraft, and no change to the fleet, had been announced in the sources checked by October 2026. The RSS itself has grown in other directions — an Asset Recovery Unit, a digital forensics laboratory, a crime observatory, a cyber security directorate and a fusion centre — and in April 2024 Saint Lucia hosted its Unity Exercise, UNEX 2024. When its security chiefs met in Guyana on 6 October 2023 they discussed Haiti and the likelihood of a Caribbean deployment there; no Air Wing role in Haiti since 2024 is recorded.
