القوات الجوية السلوفينية والدفاع الجوي
The Slovenian Air Force and Air Defence — officially the 15th Military Aviation and Air Defence Brigade of the Slovenian Armed Forces — began with a single Yugoslav Gazelle helicopter that defected on 28 June 1991, has never owned a fighter, and in 2026 flies about 40 trainers, transports and helicopters from Cerklje ob Krki and Brnik while Italian and Hungarian jets guard its airspace.
The Slovenian Air Force and Air Defence story: a defected Gazelle, a war without aircraft and a brigade without fighters
1918–1991: two air companies, a Yugoslav jet base and a borrowed trainer
Slovenia’s military aviation dates itself to the end of the Habsburg empire. The ministry’s magazine records that air companies were formed in Ljubljana and Maribor in 1918, and that on 12 January 1919 two members of the Ljubljana company flew a reconnaissance mission over Carinthia; 12 January is still the Day of Slovenian Military Aviation. In 1919 the units were absorbed into the air force of the new Yugoslav kingdom. For the next seven decades Slovenia hosted Yugoslav airmen rather than its own: Cerklje ob Krki, a grass field from the 1930s, lost nine aircraft on the first day of the Axis invasion in April 1941 and by 1991 was home to the Yugoslav 82nd Aviation Brigade with Jastreb and Orao jets. The republic’s Territorial Defence, founded on 20 November 1968, had only a small flight at Ljubljana-Polje with borrowed trainers.
June 1991: the Ten-Day War and the Gazelle from Maribor
Independence was declared on 25 June 1991 and the Ten-Day War began the next day. Four days earlier, according to English Wikipedia, Yugoslav forces had seized the Territorial Defence’s twelve J-20 Kraguj light attack aircraft. On 27 June Slovenian troops brought down two Yugoslav army helicopters with shoulder-launched missiles; one, a Gazelle over Rožna dolina in Ljubljana, was carrying bread and its pilot, Toni Mrlak, a Slovene, was killed. The Yugoslav air force attacked Ljubljana airport at Brnik, damaging four Adria Airways airliners, and struck radio and television transmitters. On 28 June Captain Jože Kalan and technician Bogomir Šuštar flew a Gazelle from Maribor to Golte and handed it to the Territorial Defence; painted TO-001, it was the new state’s first military aircraft. The Brioni Declaration of 7 July ended the fighting.
1992–2004: building an air arm from nothing
The Yugoslav units left Cerklje for Bosnia and Serbia and took their aircraft with them, so the new service started with an empty base and a handful of helicopters: the Gazelle, three Bell 412s from the police and an Agusta A109, according to Wikipedia. On 9 June 1992 the air unit became the 15th Military Aviation Brigade, flying from Brnik and Cerklje. Pilot training rested on UTVA 75 piston trainers, two of which crashed in 1993 and 1997, and the lone Gazelle was destroyed on 21 June 1994. Mountain rescue with military helicopters began in 1993 and became the service’s public face. In 1995 it bought ex-US Army Pilatus PC-9s and in December 1997 ordered nine PC-9M Hudournik trainers, used for continuation and basic combat training. It was a sensible small-state choice: useful at home, affordable, but with no answer to a fast intruder.
2004–2020: NATO membership, borrowed fighters and a rebuilt Cerklje
Slovenia joined NATO on 29 March 2004. That month a PC-9M crashed near Lenart, killing its pilot. On 8 November 2004 the brigade was disbanded and split into a helicopter battalion at Brnik and a flying school and air base at Cerklje; in 2007 the school and battalion were merged again. Slovenia never bought fighters: under NATO command its airspace is policed by the Italian and Hungarian air forces, and Hungarian Gripens have been scrambled into Slovenian airspace, as on 4 July 2017 for an airliner that lost radio contact. Instead Slovenia invested in Cerklje as a NATO host-nation airfield. Between 2006 and 2020 it was rebuilt for €105.7 million, €72 million of it NATO money, with a new tower, aprons, hangars, fuel farm and CAT I lighting, and it hosts the multinational Adriatic Strike exercise, whose 12th edition in 2025 brought about 400 foreign participants from 30 countries.
2021–2026: Spartans, AW139s and air defence again
The 2020s brought the first real equipment programme. Under a government-to-government agreement with Italy signed on 17 November 2021, the first Leonardo C-27J Spartan, named Martin Krpan, reached Cerklje on 19 December 2023; the second, Edvard Rusjan, followed on 17 December 2024. The two cost €128.9 million excluding VAT with their modules and support, and the magazine described the second as the fleet’s 41st aircraft. On 28 November 2023 Slovenia ordered six AW139M helicopters from Italy for €188.3 million; the ministry now expects the first in early 2027. In May 2024 the 15th Military Aviation Regiment became the 15th Military Aviation and Air Defence Brigade, absorbing the re-formed 9th Air Defence Battalion, which is to receive three IRIS-T SLM batteries in 2026–2027. A 155th Unmanned Combat Aircraft Squadron was set up in 2025.
What it does well, and what is still missing
The service’s strongest record is at home. In 2025 the brigade flew 745 missions, including 119 mountain rescues and 603 emergency medical transfers, the highest numbers in ten years according to the defence minister; in 2024 it dropped nearly a million litres of water on forest fires. Its weaknesses are just as plain. The Bell 412s average about 30 years old, the AW139M has slipped from 2026 to 2027, and the country depends entirely on allies for air policing. Money is finally moving: defence spending rose from €906 million (1.35 per cent of GDP) in 2024 to €1,107 million (1.57 per cent) in 2025, with targets of 2.2 per cent in 2026 and 3 per cent in 2030. No order for an Embraer C-390 or an Airbus H145M was found on official Slovenian sites; the ministry has instead looked at the AW149 and H225M for special forces support.

Maribor, a civil airport, sheltered the first C-27J from December 2023, and Ljubljana-Polje, where the Territorial Defence flew borrowed trainers from 1969, is closed.
