Factory 182 in the hills

Shaanxi Aircraft was born of fear. In the late 1960s China’s leaders, expecting war with the Soviet Union or the United States, moved strategic industry away from the coast into the interior in what became known as the Third Front. In November 1969 the Communist Party Central Committee approved a new aircraft plant in Chenggu County near Hanzhong, in the hills between the Qinling and Daba mountains. It was given the code number 182, and locals still call it Factory 182. Today it is the only Chinese company building large and medium military and civil transport aircraft.

Copying the An-12

Its life’s work began with a Soviet freighter. China bought several Antonov An-12s in the 1960s along with a licence to assemble them, but the Sino-Soviet split ended Soviet help. Engineers at Xi’an reverse-engineered the aircraft instead, finishing the design in February 1972 and flying the first Chinese example in December 1974. Production then moved to Shaanxi, whose own aircraft flew in December 1975. The Y-8 entered series production in 1981, borrowing a glazed nose and tail turret from the H-6 bomber, and kept being built long after the Soviet Union stopped making the An-12 in 1973.

Lockheed’s point-and-grunt tour

The Y-8 had quirks. Its sharp wing leading edges let one wing stall before the other, and its cargo deck sloped downwards. When the PLA tried parachute extraction of cargo, a load went airborne inside the hold and struck the door. In 1986, two Chinese engineers with little English visited Lockheed in Georgia for wind-tunnel help and spent half a day on a point-and-grunt tour until a Chinese-speaking employee was found. Lockheed test pilot Hank Dees later flew the Y-8 to the stall and taught Chinese crews how to handle it, hoping China would buy C-130s instead.

Forty lost to ice

The airframe became a family. Under chief designer Ouyang Shaoxiu the Y-8 was rebuilt into electronic intelligence, command post, maritime patrol and early-warning aircraft. The price was high. On 3 June 2006 a KJ-200 radar aircraft on a test flight crashed in Guangde County, Anhui, after heavy icing formed on its wings. All 40 on board, including 35 technicians, were killed, one of the worst disasters in the history of the Chinese air force. On 7 June 2017 a Myanmar Air Force Y-8F-200 crashed into the Andaman Sea, killing all 122 people aboard.

Beyond the Y-8

The stretched Y-9, developed with help from Antonov to rival the C-130J, flew in November 2010 and entered service in 2012. It became the basis of the KJ-500, with three fixed AESA arrays in a dorsal dome, of which some 60 serve the PLA air force and navy and Pakistan has announced an order. On 16 December 2025 Shaanxi’s newest design, the Y-15, a four-turboprop tactical transport sized between the C-130J and the A400M, made its first flight at Xi’an.
