PADC
Created by presidential decree in 1973 to give the Philippines its own aircraft industry, PADC assembled more than 150 foreign aircraft but its home-grown helicopter turned out to be an unlicensed copy.
PADC: the company and the aircraft that made its name
An aircraft industry by decree
The Philippine Aerospace Development Corporation was created on 5 September 1973 by Presidential Decree No. 286, signed by Ferdinand Marcos. Its mandate was sweeping: build a reliable aviation and aerospace industry, design, manufacture and sell all forms of aircraft, and develop local skills in maintenance, repair and modification. In practice PADC became the country’s licensed assembler, building other people’s designs for the armed forces and civil operators. The charter was revised by a second decree, No. 696, in May 1975.
Islanders, Bo 105s and jet trainers
The record of that work is real. PADC turned out 67 Britten-Norman Islanders between 1975 and 1995 and 44 MBB Bo 105 helicopters from 1977 to 1997. It assembled SIAI-Marchetti S.211 jet trainers for the Philippine Air Force in 1989–91 and 18 SF.260s in 2010–11, plus a handful of Lancair kit aircraft. Today it runs a joint venture with Airbus, Airbus Helicopters Philippines. Its biggest local programmes were the Islander and the Bo 105, both of which ran for some twenty years.
The Hummingbird and the question of survival
Its own designs fared worse. The Defiant 300 trainer was abandoned, and the Hummingbird light helicopter, which first flew on 8 May 1998, was found to be an unlicensed copy of the Bo 105; Eurocopter threatened legal action and the Estrada government ended the project. In 2017 a state governance review floated abolishing PADC for failing to produce a domestic aircraft in 45 years. Moved under the Department of National Defense in 2019, it signed a 2022 memorandum with India’s HAL, and in 2025 its closure or transfer was again under discussion.
